In his recent message to the Ala bama legislature Governor Jelks took oc ;aaion to make some time- y and pointed observations about th& too prevalent practice of carry ing concealed weapons, and it must be reluctantly admitted that his remaiks apply with egnal force to Georgia aud other south- eix states. Governor Jelks does not appear to believe that the crime of carry ing concealed weapons is on the decrease in A'abacaa. While tne world' consumption of cotton is gradually increasing, it U also a fact worthy of note that the produciou of cotton bids fair to be considerably increased within the next few years, The south has lotg had a virtu at monopoly of the cotton busi ness. but if the efforts now being put forward by Eugland, Germa ny and France count for any thing, the time will come when other countries will have to be taken into account. Eicb. of the above countries has its Cotton Growing Associa tion, whose purpose it is to en courage cotton growing in their respective colonies, particularly in western Alrica ana central Asia, where considerable bead way has already been made. According to The London Times, the British association re cently sent two experts from America to Lagos, west Africa, to instruct the natives in the growing-of cotton. It declares that similar experiments are also being made in other portions of west Africa and in the West In dies. A syndicate, it says, formed in Rhodesia has, applied for an ex pert to give instructions in that country, while attention is also being paid to tbe cotton industry in the Soudan. It is claimed that the cottob grown in" those countries is "equal to American middling.' and the promoters are very much encouraged at the outlook. It is claimed that a very con siderable supply has been obtain ed from central Asia for the Rus sian mills, tbe industry in that country being aided by the Rus sian government Tbe Indian crop is steadily in creasing, as is shown by a recent report from Consul General Pat terson, who notes that the crop of 1900 1901 was 2.900.000 bales "ftf) i-imindr; r?"h that of 190i )2 was 3.400,000, and that thi ir is estimated at 3,500.000 bales. - Ha also declares that cul vation of cotton has made mark ed progress in tbe United Provin ces, as also in the Punjab aud the northwest frontier provinces Records are established for the Central Provinces. Records are established for the Central Prov inces, Berar, Hyderabad, and there are large increases in cen tral India, Rajputana, Mad ras and Burma. The area under the early crop in Bombay, however, is 24 per cent less than in 190L which was a very favorable year. Low inundation has contracted the area in Sind. and there is a ecrease in Bengal, indicating a teady decline in the cotton crop in that presidency. While it is apparent that the Europeans are doing all in their power to render their mills inde pendent of the American supply, ty developing the growth of cot ton in their colonies, not enough has as yet been accomplished to affect tho market, it being esti mated that the increased yield has been no more than enough to meet the increased demand for he staple. The time may come, however, when Asia and Africa wili figure to a very considerable txi' aim tne woria s cotton mar ket; and this is a matter that the southern grower wili do well to keep in mind. The Clerks of the Superior1 Courts shall keep a record of each license issued, in a book fur nished by tbe Audubon Society, and shall make a report to tee Aud ebon Society on the first day of December in each year, and at the close of the hunting season in their respective counties oa forms provided by said Audubon Society and shall transmit at the same time all money received for such license, to the Treasurer of the State to constitute a fund known as tbe ''bird and game fund" which shall be paid out op on the order and vouchers of the Treasurer of tbe Audubon Socie ty, who shall make an annual re pot t to the Governor of North Carolina, showing the receipts and expenditures of the Society for the year. Such non resident person shall carry with him his license and shall upon demand hibit it to any warden" or police officer, and a refusal to so exhibit his license shall constitute an of fense under this section. The record of license kept by the Clerks of the Superior Courts shall be- open at all reasonable hours to the inspection of any person. The Gov ernor shall issue to tbe Treasurer of the Audubon Society and to each person appointed as ward en, a commission, and shall trans mit such commission to the Clerk's Office of the Superior Court for the county from which the prospective Treasurer or bird and game warden is appoint ed. And no tax or fee shall be charged or collected for said com missioc Any of tha said ward ens may be removed by the Gov ernor upon proof satisfactory to him that they are not fit persons for said position. The com pen sa tion of said wardens shall be fix ed and paid by the said Society. Sec 13. Said wardens when so qualified and appointed are an thorized upon affidavit before a Justice of the Peace or any court of the State that there exists rea sooable grounds to believe that any game in violation oj tbe law is in the possession of any com mon carrier to procure a search warrant and to open and enter and examine all cars, warehouses and receptacles of commou cr riers iu the State, when thy have reason to believe any game taken or held in violation of this act is to be found, and to seiza the same It shall be the duty of said bird and game wardens io prosecute all persons or corpora tions having in their possession any bird or game contrary to the bird and game laws of this State. It shall be tbeir duty to see that j the bird and game laws are en forced and to obtain information as to all violation of said kird and game laws.
