WEATHER BUREAU SCIENTIFIC INSTITUTION The fact that the United States Weather Bureau has become scientific and reliable in its forecasts is one which is generally coming to beeral ized by the people of the United States. The newspaper paragraphers no longer poke fun at Uncle Sam's weather bureau as some thing as un reliable as a frivolous girl. The present efficiency of the bureau has been a matter of slow and steady growth and improvement on the part of the bureau itself. Mr. C. F. Marvin, chief of the United States Weather Bureau of Washington, tells something of the history of this im portant institution in an interesting article in the current issue of the National Republic. Mr. Marvin says in part: NECKLACES I I Wre have to go back more than fifty 'years to start the story of the Weather Bureau. In 1870 it began as part of the work of the Signal Corps of the army. In 1891 it was transferred to the Department of Agriculture and was made responsible for "forecasting the weather, issue of storm warnings and display of weather and flood signals for the benefit of agriculture, commerce and navigation." In 1926 the tern "navieation" in this description was enlarged to include "air" navigation. "So the United States, for nearly sixtv vears. has been developing, in the Weather Bureau, a systematic and continuous meteorlogical service in the interest of agriculture, commerce and navigation. You may judge of the growth of the service since its creation in 1870 with an appropria tion of $15,000 when I state that on July first of this year the bureau began the expenditure of its present appropriation of over $3,000,000 for thisf iscal year. "Aidinir agriculture always has been of great importance in the work of the Weather Bureau. But slow rural communication until very recently made it one of our most difficult tasks. Even since the days of rural delivery mails in many cases were two slow to get forecasts and warnings to the farms quickly enough. "Before the advent of the telephone very few farmers were within range of the telegraph offices. But about 1900, when rural telephone lines became fairly numerous, we began real weather service to farmers. Doubtless many of my readers used or still use forecasts and warnings at ten o'clock each morning over all the lines running from central board. At one time we were serving about 7,uuu,UuO rural telephone subscribers jn this forecasts within an hour or two after it was issued. Although the use of the radio has supplanted this service in some places, it still is a most effective method. "You probably know about another way of serving agriculture commun ities. And that is through the post master orother person in the small town. We telegraph to him the fore casts; he stamps them on cards and distributes them, or sends them through the local telephone system. Every day we send about one thousand telegrams of this sort, and directly serve about 50,000 persons with them. But this form of service also is yielfflding to radio.' (National Republic).
