COUNTY BOARD OFFERS

county, my opinion was, that the
State could maintain the balance of
the system for about $10,000.00,
and if this were so the county would
have returned to it at the end of the
year whatever di.'ference there was,
and this could be added to what could
be paid from the general road fund
should go a' long way towards pay
ing the county's indebtedness. There
is one thing I would like to make
clear to you and that is: If we were
to take over ther oads for mainten
ance all this county would be requir
ed to pay towards this would be the
one cent extra gasoline tax, and we
would have to keep the roads up re
gardless of what it cost, and if this
could not be 'paid for from the one
cent gasoline tax the county could
not be required to pay any other

AND WHEREAS, that, while, a
certain part of the above quotation is
a bit vague and of meaning uncer
tain, nevertheless the fair intend
ments thereof, taking the context of
the whole, are as follows:
(a) That the State Highway
Commission, if the Commissioners of
Carteret County so desire, will accept,
take over and make the Beaufort- At
lantic County highway a part of the
State System of Highways as an ex
tension of Route No. 10 with Atlan
tic the terminus of said route; and
maintain the same out of State funds,
and not out of the one cent gasoline
tax, or any part thereof, to which
the County may now or hereafter be
entitled to receive;
(b) That in the year 1930, cur
rent year, when further mileage is
made available, the State Highway
Commission will accept, take over and
make the Mansfield road to the Ons
low County line, either by the way
of Swansboro or Stella, a part of the
State system of Highways as an ad
dition to or a part of Route No. 21,
and when same shall have been made
a part of the State systcr.. as afore
said to maintain the same out of
State funds, and not out of the one
cent gasoline tax to which the Coun
ty may now or hereafter be entitled
to receive;
(c) That the remainder of all the
roads (main and laterals) now being
worked, kept up and maintained by
the County will be accepted by the
State Highway Commission for main
tenance only, said maintenance to be
paid for out of the one cent gasoline
tax to which the County may now
or hereafter be entitled to receive;
and that after paying out of the said
gasoline tax such sum or sums as may
be required to maintain said main
and lateral roads (Beaufort-Atlantic
and Mansfield-Onslow county roads
excluded) to pay any balance of said
gasoline tax not expended as afore
said and for the purpose only as a
foresaid into the treasury of Carter
et County to be applied by the prop
er officials of said County to the liq
uidation of County indebtedness.
(d) ; That should the gasoline tax
above mentioned prove inadequate to
maintain said main and lateral roads
then and in that event said roads shall
be maintained out of augmentations
from State funds, ad the County not
be required to advance any other
funds to the State for such mainten
ance than tne said gasoline tax to
warddly course across the Island to
the water s edge; thence a boutn -westwardly
course with the shore line
of said Island to the South point;
thence a Northwestwardly course with
the shore line or harbor line to the
beginning, containing by estimation
five acres, in vacant and unapropriat
ed land belonging to the state of
North Carolina and subject to entry;
and the undersigned claimant hereby
makes entry of, lays claim to, and
prays for a grant for, said land.

RESOLUTIONS OF RESPECT
We the members of The Commu
nity Club of Beaufort, N. C, at the
meeting assembled January 9, 1930,
wish to pay loving tribute to our sis
ter and co-worker, Mrs. A. J. Cooke,
who passed away sudenly on the
morning of January 9, 1930. Mrs.
Cooke was a Past President of the
Community Club and a kind and lov
ing woman at all times,

CONCRETE WALKS LAID
STUDENTS.
It is gratifying to record the ac
complishment of the third of a series
of objectives which we set as desir
able and necessary, when school
was first opened in this building in
Spntember 1927. The first two I

THEREFORE, BE IT RESOLVED
by the Commissioners of Carteret
County in special session assembled,
that if the above agreements be a
fair intendment of the proposals
which Mr. Wheatly has offered to the
Board of Commissioners of Carteret
County through his letter to Mr. Lee
heerinabove mentioned, then the said
proposals are heartily approved by
this Board and are hereby accepted
the same to go into effect immediate
ly, or at such future time as may be
agreed to by the Commissioners of
Carteret County an dthe Commission
ers of the State Highway Commission.
Provided: That it shall be fully un
derstood and agreed that any agree
ments entered into shall in no wise
affect the actions now pending in
Carteret County for recovery of ac
tual or compensatory damages in con
nection wit- the building of the roads,
Beaufort- Atlantic, Newport- Gale's
Creek and Mansfield-Ocean, and that
any recovc .y made by reason of said
actions ( or otherwise) shall be and
remain the exclusive funds or prop
erty of Carteret County.
BE IT FURTHER RESOLVED:
That a copy of this resolution be
forthwith sent to Hon. C. R. Wheatly,
State Highway Commissioner, for
his acceptance and approval, a copy
be sent to the State Highway Com
mission, Raleigh, N. C, a copy be
sent to each of the papers published
establishing a small library, were ob
tained during the first year 1927-28;
while the third laying of concrete
walks in front of the building has
now been completed.
As originally planned these walks
were to be laid last spring, but lack
of funds and other conditioning fac
tors forced a postponement until last
fall. Work was begun on December
3, and completed December 6, 1929,
at a cost of $139.87.
It is of interest to note that the
laying of the walks was a school pro
ject in a peculiar and special sense.
For, when it seemed certain that the
project would have to be postponed
for lack of skilled workmen, the boys
of the High School, insisted that they
be given the opportunity to lay the
same. And so, they, one and all,
ably assisting Bernice Williams, of
the ninth grade, completed the pro
ject without a hitch.
In this conection we wish to grate
fully acknowledge and thank the fol
lowing: Rev. S. Chapman, who saw it
through, for able direction and as
sistance. Mr. C. C. Reed of the fac
ulty, who assisted in directing the
work. Mr. C. A. Oden, who not on
ly gave valuable counsel, but like
wise gave three bags of cement. Mr.
George Monroe, for use of truck and
Mr. C. C. Hawkins, who assisted in
mixing the concrete. Last but by
no means least the following boys
