Only eight members of the 1929 Senate will return, but several of the new members have had legislative ex perience in one or both of the hous es before. Circulation Dept. GREENSBORO DAILY NEWS 1 Grensboro, N. C. decreased $2,200,000 and borrowed money decreased $15,000,000, the re port shows. A county Board of Education has supreme and final authority in fix ing the number of teachers in coun ty schools, even at a figure lower than the State schedule, the N. C. Supreme Court held in dismissing the manda mus brought by Johnston county school districts to force the board to supply the schedule number of teach ers, after a cut, due to a reduced budget, had been made. The action of the board in that particular was not subject to control by mandamus, the court held. A compromise had previously been reached by the edu cation board and the board of coun ty commissioners, so the decision has no definite effect upon this much contested Johnson county case, Great Democratic Victory The "irreducable minimum" of 13 Republicans in the North Carolina legsilature, 10 representatives and three senators, achieved in 1923 thru the charged gerrymandering of sena torial districts by the late Col. A. D. Watts, was still further reduced to eight Republicans, six representatives and two senators, as a result of the election last week, which proved a landslide for the Democrats of great er proportions than the 1928 Repub lican deluge. While the Democrats were winning more than 100 Representatives and a dozen Senators for an almost exact even number with the Republicans in the National Congress, and carrying many hitherto rock-ribbed Republi can states with the election of Demo cratic governors and other officers, North Carolina Democrats made in roads that surprised even the most sanguine of the party leaders by elect ing a full Democratic delegation to Congress, electing 144 of the 150 rep resentatives and 48 of the 50 sena tors in the State General Assembly, and reclaimed county governments in more than 20 counties. The only two Republican senators are A. T, Grant, Mocksville, veteran representative from the 24th district, composed of the heretofore Republi can counties of Davie, Wilkes and Yadkin, Davie going Democratic and Wilkes naming a Democratic represen tative this time, and Roy A. Harmon, Elk Park, f ' om the 30th district, com posed of Avery, Madison, Mitchell and Yancey. The six counties having Republi can representatives are Avery, Mit chell, Pamlico, Randolph, which elect ed half of the Democratic ticket, Sampson and Yadkin, where the Re publican majority of 15 is being con tested. Some of the counties that have been Republican since Civil War times swung to the Democratic column last week, and some of those remaining in the Republican column are there by greatly reduced major ities. All of the counties which went to that column in 1928 were return ed to the Democratic fold. Josiah William Bailey's majority for U. S. Senate over his Republican opponent, George M. Pritchard. will probably reach 120,000, the largest in the history of the State. In the 9th Congressional district, the only one in grave doubt, Major A. L. Bul winkle defeated Congressman Charles A. Jonas, Republican, majority by a large majority, and Zebulon Weaver was returned in the 10th, winning eas ily over Brownlow Jackson, Repub lican, thus reclaiming the two dis tricts earned by the Republicans in 1928 and giving the State a solid Democratic delegation of 10 Cong ressmen, with two Senators. Another Candidate In Sight A. H. ("Sandy") Graham, of Hillsboro, is expected to be a candi date for Lieutenant Governor of North Carolina in 1932 and for Gov ernor of North Carolina in 19C (1. While no definite announcement has been made in either case, 't is generally understood among his friends that Mr. Graham will eter the race for Lieutenant Governor in due time, and that, such entry will have a very definite object that of becoming candidate for Govern ir four years later. Since 1921 he has been a men-' of the General Assembly from Orar. -county and has served as chairman several important I preparing him for the speakership in e nas served as a membe:' of the Advisory Budget Commission for several years and during the past two months has been Executive Counsel to Governor Gardner, all of which, his friends say, are excellent training for the positions to which he is almost certain to aspire. In the first contest he will doubt less have to contend with D. F. Giles, Marion, former legislator, secretary of the N. C.
