Service registrants is a mat
ter of public record and must
be made available to any
person upon request during
business hours of local
boards in North Carolina,
General J. Van B. Metts,
State Director of Selective
Service, declared today. The
State Director" pointed out,
however, that the public is
not permitted to handle rec
ords. The only data to be withheld as
confidential are the record of the
physical condition of a registrant,
all answers on the questionnaire
under the subject of dependency,
except the names and addresses of
claimed dependents, the answers to
questions on previous military ser
vice, and the registrant's court rec
ord, the Director said.
Pointing out that Selective Ser.
vice Form 100, the Classification
Record of Registrants, contains
practically all pertinent informa
tion of a non-confidential nature,
Director Metts emphasized that
this form is subject to examina
tion by the public during local
board business hours.
This record includes the name 0
the registrant, his order number,
his serial number, his age and his
race.
If he volunteered, the date of
his volunteering is shown. If his
record is transferred to another
board for the purpose of classifi
cation, physical examination or in
duction, the date of such transfer
and the date of the return of the
registrant's record from the trans
fer board are indicated.
Form 100, the Director said, al
so shows the date the question
naire was mailed, the date of its re
turn, if the time for its return is
extended, or the date of a claim
made for deferment by a person
other than the registrant.
The date of notice to appear for
physical examination, the date the
registrant appeared and the dat
the classification notice was mail
ed to the registrant are also indi
cated. It further shows whether
the registrant was placed in Class
1A, IB, 1C, ID or IE, or Class 11
A or 11B, or Class 111, or Class IV
A, B, C, D, E, or F.
If the registarnt makes a re
quest to appear before the local
board, that date is recorded as is
the date fixed for his appearance
and a notation as to whether he
did appear.
This Classification Record
(Form 100) also shows the date of
an appeal to the Board of Appeal,
the date when the registrant's rec
ord is sent to the Appeal Board,
and whether or not the classifica
tion was continued.
It further records the date of
the order when the registrant
should report for induction, if he
is so ordered, and the time he is to
report for transportation to the
induction station, giving the date
and the hour, and then shows the
final disposition of the registrant
at the induction station and the
date when he was accepted or re
jected, or if he failed to appear.
There is also a blank space for
remarks in which should be includ-
I ed such information on an appeal
to the President as the date when
the appeal was forwarded; also
whether the registrant has become
a member of the land or naval
forces, whether a notice of delin
quency has been mailed to the
registrant, and whether the board
reported the registrant to the
United States Attorney for prose
cution as a delinquent.
"Form 100, therefore, is virt
ually a complete history of the reg
istrant except as to specified con
fidential matters," Director Metts
said. "News agencies, newspapers,
radio services and the public gen
erally can get any and all informa
tion, except confidential matter,
relating to a registrant from this
record." Furthermore, he said, if
local boards or local board clerks
refuse to give out the requested in
formation without adequate cause
for such refusal, the matter should
be reported to the State Headquar
ters immediately,
