W'e want to point oat again, what some of this Ueneral Assembly1 oportunities are: The debtor class in this State have their necks under the iron heel of an eight per cent interest law. They have been suffering under this law for years. Their anfTerings are be coming more and more intense, aud their position more aud more abject and pitiable, as this law, slowly but surely, eats nway their substance. This law was fixed upon the people and has been continued upon them, in spite of pleas and protestations and pray ers, by the Democratic party. This legislature has an opportunity to take away ihe burdens imposed by this law, and give to suffering debt ors the inspiration of hope. Will it suffer its opportunity to pass? May a merciful God forbid! The election law of. this State was devised to disfranchise large numbers of free citizens in this State; and, for years and years, it has done just what it was enacted to do. it has done more than it was enacted to do. It has not only disfranchised larcje num bers of citizens, but it has debauched the public conscience to an arlarm ing extent. Men who stood as fair before the world as any man on earth, through winking at the oper ations of this Democratic engine of disfranchisement and wrong called an election lav, have become so deadened to the appeals of right and justice, that they not only wink at the wrong, but come boldly out, and try to justify its fearful evil effects. This legislature has an opportunity to repeal this election law, and enact an election statute that shall be re ligiously fair to all citizens and to every citizen fair to all parties and to every party. Will it let this op portunity go byl We hope not most profoundly do we hope not! The system of county government is as mean a piece of political ma chinery as evet was devised since history began her records. It was invented to keep tho Dem ocrats in power. It has kept them in power for twenty years. It has put the financial affairs of every county into the hands of an irrespon sible oligarchy; and these have had their own way in' disregard of all right and decency. This legislature has an opportunity to repeal this wretched system; and put in its place another system which shall restore the interests and actions of all local government to the hands of the peo ple themselves.. WiJl it suffer the opportunity to do this., to pass! We shall , see! We shall see! The Common School law this State has been very defective from the first; and the schools themselves, have been, miserably inefficient. This legislature; has an opportunity to give to every child "of school age in North Carolina the privileges and benefits of a four months school each year. Will the legislature let the session go by without giving these, blessings to the ; childreiff,o the State! VW hope not! weitajm not! These are some of the 'pppatkni ties given to the legislature' 6M895. If it should embrace these opportu nities, and do theser thiags, it will be entitled to live forever in the grate ful memories of all good men. May God grant the legislature grace to do all these things, and to do them un selfishly and well ! The News and Observer thinks we have lost confidence in this legisla ture; and quotes a paragraph to sup port its cpinion. Our contempor ary is mistaken. We lost no confi dence in anv bod v. Uarr, of Durham, N. C, is ix guest at the Arlington Col Carr is well known throughout the South, and especially in North j publishing Company, ery Carolina as a philanthropist, few enterprises of an educational character have not teen the recipi ents of his generosity. List night he had a call from Bishop Il trst, of this city, and the result of the interview was a contri bution by. Col. Carr of $10,000 to the American University. This is the first contribution made by a Southern man to au educational enterprise north cf the Potomac since the war. Col. Carr is one of the few millionaires of the South. He beg n life soon after the war with nothing but his education and energy. He has built httrself up from a small be ginning to ore of the richest men iu the South. He is president of the Durham Tobacco Company, which is world wide in its reputation, is con nected with all the industrial enter prises of the State, and if signs don't fail will be North Carolina's next Governor. He is quite a young-man, and the trend of politics in the old Noith State seems to be that the youDg men shall come to t he front. (See chapter 5H. laws LS71-2, and chapter 8t, laws 1872-3. The University is, therefore, no more the head of the public school system, or in any way connected with it, there is the A. and M. College Raleigh; the Normal and Industrial school, Greens boro, or the A. and M. college, (col ored,) Greensboro. Like George Washington, with his little hatchet, I would take a whipping before I would tell a . Dr. Winston has been told, by the executive committee, of the board of trustees of the University," about the folly of this statement.. His motive for making it, just at the time, is not hard to fiud. But the man who now says that the University is the head of the public school system in North Car olina, shows himself twenty-two years behind time, and too careless about his statements to be a safe' guide for the young men of the State. SCHOLARSHIPS OFFERED TO STUDENTS; OTHER COLLEGES. Dr. Winston says : "Does the Uni versity take boys from other Colleges by giving them scholarship? Answer. This, charge is emphati cally denied."- The question with me in this article is .not what' "the University does but what Dr. Win ston has done. Rattle says: "Up to the j reopening in 1875. not a dollar of an nual appropriation had ever been se cured from the State." The highest number of pupils ever reached before the war Was in 1S57-S and US58-!, 461 in the former year, of whom 1;8 were from other States, and in the latter 45', of whom 178 were from beyond our borders. They then had no help, and asked for none, from the State treas ury; but now, with 4(J2 students, "with out State aid the University cannot exist," The largest annual income the Uni versity ever had prior to 1880, in ad dition to tuition, was in 1836-40, and then for a short time.it reached only about $12,000. TWO YEARS AT A TIME. Dr. Winston says the money given by the State to higher education would, if given to the public schools, lengthen "the public school term only a day and a half."' Let us see.
