THAT I.OVT IIII.L, The bill to amend section 100,'i of the Code, that has been missing for some time lost, strayed or stolen provides that the Railroads shall be liable to exemplary damages in all cases of wilful and wanton viola tions of the laws made for their gov. ernment. As has been suggested to us, if the Railroads mean to keep the law, they should not object to the passage of this bill. Indeed, we do not see how the Railroads can have any motive at all to oppose this bill, if they mean to keep the law. But if they do not mean to ob oerve the law, we can understand very easily why they should resist the passage of this bill. They are, we understand, using all the arts and wiles known to the lobby to defeat this bill. The inference that they want to be permitted to wilfully and wantonly violate, the law is unavoid able, so long as they show hostility to this measure. We are informed, that the bill can not be found. And in the meantime the end of the session draws on v 1 r - HTpjcaa -1 '- XnF' tauuut be round soon, its chances to be considered will be vf ry slight indeed. The Caucasian wants to know where that bill is. It wants to know how any Railroad official came to see the original draft of the bill, so as to know whose handwritincr it was drawn in. It wants to know what members, if any, of the Railroad lobbv have had access to the bills while in possession of the Houses; or of the committee. Indeed we want to know many things about this bill, that we do not make much progress m finding out. The Caucasian has been most shamefully abused and misrepre snted, because it charged some days ago, that this bill had been stolen. We have no intention of letting this matter rest, until something shall be done about it that will protect the public, and vindicate the course of this paper in relation to this matter. Let the bill be found, and passed, if it ought to pass; and if it cannot be found, let another bill be prepared and passed, if it ought te pass. If such a bill ought not to pass, let that fact be made known, and let it be voted down in plain daylight. THK IHSUKANCK MILL,. Early in the present session a bill was introduced into the legislature to compel insurance companies to pay the face of all fire policies on buildings entirely destroyed by fire. This bill was favorably commented upon by The Caucasian at the time, and the hope was expressed that it might pass. But the bill seems to have fallen out of sight. Indeed, we have been told that it will be impossible to get such a bill through the legislature, on account of the fact that the South Eastern Tariff Association will biing its power to bear to defeat it. We do not share in this fear. We be lieve the majority of this legislature is inaccessible to any influence of trusts and combines. And we ex pect to see this bill enacted into law before the end of the session. We call attention again to the South Eastern Tr.riff Association. This is an insurance trust, to all in tents and purposes, with headquar ters at Atlanta, Oa. It is certain that this lawless concern dominates the insurance business in this State, it being impossible for any company not a member of this association to do business in this State. We think a simple statute should forbidding any company in tbi trait to do buine in this State. We hare been condemning trut upon the tamp and in the newpapr. Commenting uoon the loat bill to amend the Code, our esteemed con temporary, the New ic Observer, in- , timates that neither it nor the Cau- camas knows enough about the law of the cane to make it appropriate for uh to hay unmh about it. We think we know, that, if the law, as it now btandu, doe not allow North Carolina to punish the rail ways for wilful and wanton viola tions of the law, it ought to te so amended as to permit such punish ment in all such cases. This see in pretty plain to u. We reckon the News & Observer will have no trouble to grasp this proposition. We think we know that this bill ought to be found and disposed of; and we think our neighbor knows the same thing. We fail to see any very obstruse questions in this plain mat ter. suppose it cannot bo that the against this Kill. We cannot see why it should be, as there is no poli tics in it. Wo hoped the News & Observer might find itself able to join us in commending some one measure now before the General As sembly. But it seems that our hope is to be rudely disappr inttd. Well, we shall bear it with such measure of contentment as we can command; and pursue our way alone. They are trying Morgantielu over in Virginia for holding up a train and taking a tew thousands of dol lars. They don't think of trying Mr. Cleveland and the syndicate for taking eight and a half millions. Nice country, this! We move that the News & Obser ver have permission to cry some over the money the Democrats gave to the bond syndicate thejother day, just as soon as it gets oTer its present spell of crying over Washington and Lee. A churchman in another State tells his people what they must net eat during Lent. A good many people would be glad to have him tell what they may eat, and how and where they cau get it. The New York State troops are to be marched about the State in the Summer. They want to get. the people used to them by the time they are needed to destroy the liber ties of the country. The arresting of bauk officers, for stealing the funds of the banks, is very popular this season. It may be that it will be extended next season to the government officials, that deal with syndicates. The army of hungry Democrats, who wanted to go to Mexico, and didn't get to, are sure that a wou derful backbone may carry a head with very little in it.
