The Wilmington Messenger is endeavoring to raise a subscrip tion to build a Confederate Sol diers Home. Last Monday was the 11-lth anniversary of the Mecklenburg Declaration of Independence. On that day one handred and fourteen years ago North Caro lina took the lead by issuing the first declaration of the right of the colonies to govern them selves. This action was caused by the news of the battle of Lexington, which took place on April 19 th, 1775. North Carolina Alliance men seem to occupy prominent posi tions in all inter-State meetings of the Farmers' Alii nice. Mess. Carr and Polk at the Birming ham Convention appear to bo in tho lead, vhereat we ae greatly pleased for the name and reputation of the State. We imagine that the order of the Alliance stands nowhere higher than in North Carolin?. Wil. Messenger. Allen Thorndike Uice, editor of the North American Review and thenowly appointed Minis ter to Russia, died suddenly with qninsey at Fifth Avenue Hotel, New York, last Thursday. He was a young man (37 years) of a high order of ability, and would have made a creditable iv.cord as Foreign minister. He had just completed making preparations to start to Russia at the time of his death. We are sorry to see announced in Sunday's Star that T. 13. Kingsbury, LL.D., had with drawn frjm the edit rial chair on that paper, which lie has so ably filled for twelve years. Mr. Kingsbury has several hobbies and is rather obstinate in his views, but take him all in all he is one of the best equipped editors in" the State. Journal ism can ill afford to lose such a one and we hope to see his strong and forcible pen at work again, unless he would decide to write a correct history of N. C, than which lie could do his State no greater service. Maj. P. T. Duffy takes his place on the Star. Some time since we mentioned the fact that our farmers who grow rice sustain a serious loss by carelessness in harvesting, and again the matter is brought to mind by the following letter shown us by Mr. W. A. Johnson: Wilmington, N. C, May 16 89 Mr. W A. Johnson, Clinton, N. C Dear Sir: We have received the rough rice shipped us some time yince, and as has been the ca?e with nearly all the rice of your section, we find it damaged and chiefly in the way it was harvested. Is there not some way in which you can induce the good people of Sampson to use better seed, and last but not least, more care in harvest ing? They are losing thousands of dollars each year by their manifest indifference to this matter, After going to the trouble and expense of making a crop they should enjoy the fruits of tlreir labor, but they can never do this whHe they are so indifferent in preparing it for mar ket. Irwin, rVrxuson and Hauco were per forming an autopsy, without notice to coroner or !i shop's family. The mother and wife of IJish'jp claim that he wan not dead, Sut simply in a t anee as he has of ten been before, at one timcremainingiu that condition for AH hours. It seems that IJishop himself feared that he would be buried alive or sub jected to an autopsy while yet alive at son.-e time, and he had requested Jim wife to keep his body three days before riving it up. I have been 'n (Jeorgi.i i -ist a year, and I must say I am as well pleased with lhis section as I expected to be when I left North Carolina. I did not ex pect to find a place like North Carolina, and I have not been disappointed. Those picnics, celebrations, school commence ments, cue, that are so much en joyed at home are not to be heard of here. Money making is the object aimed at. Some are successful, while a great many are not. Iam no-.v with Messrs. Bullird & Sessoms, turpentine operators at this .place. They aie now making about fifty barrels of spirits turpentine per week. About ono half of the white people and nearly all the negroes that I have seen in Georgia, came Irom JNortu Carolina. Sampson county is we?l repre sented. I very olten meet some young man that I knew before I left North Carolina. Mr. Marshall Italian!, of Ilayne, N. C, who came here sometime in January, left a week ago for No. th Carolina, much to the regret of h.'s many friends here. We all wish him a plea sant time with the "fair ones" of old Sampson and Cumber land. The friends of Mr. W. H. Har ris, of Owhnvill'3, N. Quite an important factor in the development of any section of country is the public roads. Good roads are art advertisement in themselves Great attention deservedly is bestowed in this country upon railroads, while wagon roads are generally left to take care of themselves, or are turned over to managers who know little about roadmak ing. The public roads of the South need much improvement, and no time should be lost in devising effective methods of bettering their condition. With this end in view a number of prominent citizens of Georgia have invited the people of sev eral counties of that State to send delegates to a Road Con gress, to be held at Atlanta on March 22, to consider the sub ject of improving highways and devise an effective and econom ical system of road making. Similar action ought to be taken bv the people of other States. Good roads pay for themselves in the saving they effect in the wear and tear of vehicles and the strain upon draught animals, to say nothing of the advanta ges to trafic and the convenience of the traveling public. The material for road making of the highest order are abundantly distributed all over the South, and the public roads of that sec tion, with good maiiagement, could be made the best in the country. -Manufacturers' Rec ord. Mr. Editor In answer to sev eral question, I ask space for the publication of the follow ing important changes in the hchool law: The school year begins the fir.-t day of July, and ends th?30tli of June. On the first Mondav in July the County IVard of VAi cation, the County Superinten dent and the Treasurer dialf meet at the ofQco of the IJoard and settle all the bushiest- of the preceding year. The school funds are to be ap- portionel in sundry manner as to equalize; school facilities 10 both races. Partial third grade certificates are abolished. No applicant can be examined at any other than the regular time, unless the Superintendent is satisfied that paid applicant was prevented from attending the regular ex amination by sicklier, or that the school interests would suffer by delaying the examination, and for every examination not made on the regular days the applicant must pay one dollar. An institute for whites will be held under the direction of the State Loard, which all the public school teachers in the county shall attend, continuous ly or not be certified for the en suing year. At the close of the institute the conductor and the county superintendent will ex amine applicants and grant first am', second grade certificates for the three years Applicants for annual certificates will be tx aminedatthe same time as here tofore. All applicants will be examined on the Theory anil Practice of Teaching. Web ster's Speller and Reedand Kel logg's grammars have been eli minated fjom the schools. Gram mars, Swintou's Language Prim er and Harvey's Course, Page's Theory and Practice of Teach ing has been selected. The law makes the use of the State Text Hooks compulsory. When school committees can not procure suitable s tes f jr j school houses, they are required1 to report to the County Superin tendent, and he will apply to the clerk of the Superior Court for a committee of three ap praise s to condemn a suitable site and asses the cash value of same. The above are some ot the im portant changes in the school law. I wish to urge upon all committeemen and patrons the im: ortance of supplementing the amount due their respective districts with a subscription school.
