Mr, Young says the pro visions of this bill gives theJiepubli cans and populists only one majority and allows the people to elect their mayor. Mr. Leinhacli said that he had been told that this bill would turn the city over to ignorance. If it did this he would vote against it, whether it be w hite ignorance or eolored ignorance. Applause. Mr. Young said the bill would not do this. It was untrue, and the man who uttered it knew it to be untrue when he said it, that this bill turned the 'city of Baleigh over to the negroes. He had bee tired of thjs cry of igTHiranee whenevei colored man Vas in it. He paid Uis respects to Mr. Shatter who. be said, had forced himself upon the people here.
