The Calcasia.h has frequently called attention to the fact that when the Farmers' Alliance and the Peo ples Party began to push the finan cial question to the front, and to show the people that it was more important to their welfare than tariff or any other old party issne which the politicians of the Demo cratic and Republican parties had been fooling the people with for years, that these same politicians denounced the Alliancemen and Populists as silver cranks. In this connection the following extract which is clipped from the Washing ton Post's account of the Demo cratic Htate convention of Virginia is of interest. He said that the test of a man's loyalty to silver was proven on the recent vote in Congress to take up the tariff bill with a free silver amend ment thereto. He said that those who retused to vote for a free sil ver amendment on the tariff bill showed that they placed th question of tariff above the finan cial question, and in doing that they iook position aionersiue oi Shenna and the other Republicans. We believe we are in a position to promise any party that seeks to inject into the coming cam paign the cry of " bloody shirt " or nigger " or any other hoary, bogy shadow, that it shall feel all the force of the strongest rebuke that can be administered by the Balance of Power. The Peoples Party de mands a campaign of living issues. If it cannot get that, then it will strike to kill that party that calls to its aid and associates itself with dead issues, and thus put that party where it belongs with the dead. that have existed in Virginia have existed in North Carolina and in every Southern State. C, just as soon as the delegates were chosen. What does this mean? A Michigan trick I suspect. Nine-tenths of the Democrats in this county are for sil ver 16 to 1." Well, so it goes. It may take a few more years for the people to learn tbat these old parties are dangerous and unreliable, but they will learn it some day. The Charlotte Observer makes the following prophesy, and the Observer Is a Democrat : "The action of the Kentucky Demo cratic primaries last Saturday de termines the declaration of the na tional convention at Chicago upon the question. We should Bay that the free silver element will control it by a good majority. Whether, under tne circum stances, it will nominate a Democrat, sentiment, even in the Republican party. They have become alarmed lest the whole West will revolt as-ainst McKinley under the lead of Senator Teller. They now realize that it is impossible to elect McKinley unless they can fool a large number of free silver men into supnortinsr bin. Their latest scheme is to do this. It is being worked in the following manner : The gold papers of the East, acting as the mouth-piece of the gold ring are be ginning to say that they have doubts as to McKinley's being sound on the money question. Some of them even go so far as to threaten that unless they become thoroughly satisfied that McKinley will stand squarely for the single gold standard after he is elected, that they will not support him. This is oeing done by the very men who are putting up the money to nominate and elect McKinley. At the same time the Republican papers out West wnere tne iree silver sentiment in the Republican party is very strong, are quoting these threats of the Eastern papers and saying to their Western leaders that the fact that the Eastern men are dissatisfied with McKinley is the best possible proof that McKinley is friendly to silver, and a good reason wny an silver men should support him. A few years ago a scheme like this would have worked nicelv and fooled millions of voters, but it will fool nobody this year except those who desire to be fooled. The fact that the Western Republi cans win recommend lellers name to all voters who are opposed to the gold standard will place upon the silver Democrats at Chicago a peculiar and important duty. Iu short, it will test their loyalty to silver ai.d the people If the stiver Democrats in their con vention at Chicago refuse to endorse Teller as the most suitable man upon whom the south and est can unite, and in fact the most available man upon whom to unite ali of the silver forces, it will show that they care more for party name and are controlled more by party prejudice than they are by a desire to relieve the peopie and restore good tunes. If they should turn their b:i ks upon th prollired hand of the West and put up some co called silver Democrat snnply because be has the Democratic label on him it will be because tbey had rather keep Eastern gold men in the party with them to unite the silver forces of the country and win a great victory- It is no longer a secret that the gold men in the Democratic party are de termined to hold to the party machin ery and to allow the free silver Dem ocrats to nominate only the kind of free silver man thai they, the gold men, may select; and theri is great danger that a number of Democratic leaders with the hope ot keeping the party together and holding their State machines iu line with the party, will accept these terms from the gold men rat her than to take a bold stand and purge themselves of the gold element in order to unite all of the forces op posed to the gold ring. Teller and his friends have already served no tice on these men that they cannot nominate him fiVllt-r) jis a party man or as a Democrat. In this he is wise, because no man can be elected Presi dent in the coming campaign who wears the Democratic label and must bear the odium and the record of treachery and broken promises of which that party has so recently been guilty. If the silver Democrats should throw away this opportunity to redeem the country from the clutches of the gold combine, then the Peoples Party and these Western silver Republicans will join hands, and while they may not be able to sweep the country this year, they will poll more electoral votes than the Democratic party can, anu come out second in the race, and in 1000 the Peoples Party will deliver the country by electing a President aud a Congress in thorough accord. The bill introduced by Congress man Philips to provide lor a Com mission of three men representative t' labor, three men representative of ag- riculiure, three men representative o manufacturing, and three men repre seiitative of business, all to be appoint ed by the President, to inquire into the c:iuse of the hard times and the iiriruual distribution of wealth has panned the House and is now before the Senate. J his biil was opposed by Congressman Skinner and 'oi!greaS- maii Strowd both of North Carolina and both Populists) in strong and telling speeches. They showed that this bill would iiot only create.! class of officeholders at an expense of a quarter of a million dollars, but that it could absolutely do no good but would be certain to do harm. In the first place, a commission appointed by 1 resident Cleveland, it is manliest, would not be one that, would correctly represent these interests, and that such a commission would be more likely to smother the real facts and to present thtwrong remedies. In fact, it would not be astonishing if such a commission would recommend that the gold standard was the cure for all of the ills of the country. Senator Butler has prepared several amend ments to this bill which he will pro pose in the Senate. One of these amendments provides that the vari ous farmers' and laborers' organiza tions shall select the men to represent them on this commission. If his amendments are not adopted he will hght the bill and try to prevent its passage in tbe Senate. Senator Rut- ler, in an interview, said to-day that the best proof that this bill was not intended to help th- cause of labor and agriculture was the fact that the House was willing to pass it. He called at tention to the fact, that the present House, ha.l n-.t passed a single bill in the intert-st the people, but had killed everyone that had even looked n that direction. Mr. Steven son is doubtless acting upon the old maxim "speech is silver; silence is golden." McKinley is playing the same game.
