The proposition was formally tubmitted to tbe l'retident at 3 o'clock this afternoon by tbe French ambassador, M. Jules Cambon, who bad received instructions from tbe Foreign Oljice to deliver to the 1' nited States government tbe tender of peace formulated by the Spanish ministry. At tbe conclusion of tbe conference be tween tbe President and tbe French Ambassador the following official statement was issued from the White House : "The French Ambassador, on behalf of tbe government of Spain, and by di rection of tbe Spanish Minister of For eign Affairs, presented to tbe Presi dent this afternoon at the White House a message from the Spanish govern ment looking to the termination of the war and tbe settlement of terms of peace.'" Jlrigadier General Pennington, com mander of the Department of the Gulf, with headquarters at Atlanta, has been directed by Secretary Alger to order the Second North Carolina regiment to such a point as he may designate. This is taken as a certain indication that the regiment will be moved to some point in tbe very near future. The opinion is given out from Washington that tbe regiment will be scattered like the first six companies, which were detailed to do garrison duty along the Southern coast. The news was received with genuine pleasure at camp, as tbe regiment is very desirous of assignment to some point. Of course it is greatly desired that tbe regiment be kept in tact. This otlicers and privates alike earn estly hoped for. lint assignment to some point is desired, even if tbe reg iment has to be divided. The Department of tbe Gulf extends from the Virginia line through tbe States bordering the Gulf of Mexico. The six companies here will be most likely assigned to some point on the coast within tbe department. One of the Texas regiment?, like the Second Xorth Carolina, is doing garrison work. FIRST N. C.
