THE NEW BULL-PEN ELECTION LAW ttm Provision aa tntrorta by a LAadlng Demoeratlo Paper. The recent Legislature repealed tne non-partisan election laws of 1895 and 1897, which guaranteed to every party the right to be represen ted on election boards by election officers of their own choosing, and unacted an election law more vicious than infamous Simmons Ball-Pen Election law that was in force before 895. The leading provisions of this law as published by the Raleigh News & Obsf rver are as follows: 1. That the election for State and county officers shall be held on the first Thursday in August and every two years thereafter. 2. That there shall be a State board of elections composed of five persons elected by the; Legislator, for a term of two years. 3. That there shall be a county board of elections consisting of three persons., appointed by State board for a term of two years. 4. That the State Board of elections shall meet in Raleigh the first Mon day in May, 1899, and organize by electing one of their number chair man and another secretary. Another meeting shall be held on the first Monday in April in each eiecuon year. Special meetings may be call ed when necessary. Fr their services the board shall receive four doll appoint all registrars and judge of Inctions. Members of th county boards may be rumored by the State board: and the county board in turn nay remove any registrar ur judge if election. 6 That county boards mut -meet not later than tne first Monday iu May for organization, and for divid- n&r tne counties into products and pol ing places. 7 Tnat bwtore the nextj general election there shall be an entirely iew registration. Among questions to be aske-i applicant is "whether he nas listed his poll for taxation t r he current year in which he appli s tor registration, and tor the ytur next preceding. That the registration books shall be kept open twenty days and closed Su the second Saturday before the election. On each Saturday during the perioc the registrar shall go to the polling place to register voters. On such lays the books shall be open for inspection by the voters of th precinct. There shall be no no reg isteriDg on election day, but voters may be challenged. 9. That on or before the first Mon day in July the county board shall appoint twj judges of electionfor each precinat. 10. That.there shall be lone ballo for all State officers, one for judges of different courts, one for members of General Assembly, one for county officers, and one for township offi cers. That all ballots for each of these classes of officers shall be the same size, on white paper and with out device. The size of the ballot must be prescribed by the Star board of elections. Tickets in the wrng box shall not be counted. 12. That the members of the Sev eral boards of election shall consti tute the board of county canvassers which shall meet at the court hous second day after the election, eai - vass the returns, and declare the rt- sult at the court house door.
