"Eternal vigilance Is the price of liberty." THE CONSTITUTIONAL AMENDMENT IMifamed by the Georgia Legislature. The Atlanta Ga., Constitution of November 2'Jth, 1809 contains a full account of the discussion of the Con stitutional Amendment, such as Is pending in North Carolina now. and we make the following extracts from the report of the legislative proceedings as published in that journal : "The only voice raised in defense of the measure was that of Its au thor, who made a n able, though Ineffectual argument, while half a dozen leading members of the House took the floor in protest against the passage of the bill which they pronounced an open and ad mi ted discrimination against one class of citizens In the State." 'After the previous question had been called, shutting off debate on tho Issue an effort was made to lay the bill on. the table, partly out of defence to its author and in view of tho stubborn opposition with which it met, as well as the certainty that it would meet defeat if put on its passage." "Thejmaln lino of opposition to tho Hardwick bill brought out In the debate was against the grand father clause." C'Mr. Copeland. of Walker, ad-j dressed the chair ; he said: "If I properly understand this measure it is radical, unjust and unfair. I am in favor of no amendment to the Constitution or change in the law that does not meet the approval of the qualified voters of the State, and I am satisfied that the people of Georgia would not and never have given their attention to so radical a change as this No one appreciates more than I the deplor able condition of the ballot in our State to-day, but I submit that this measure is not the proper one to work thecha ge so much needed. "Mr. Copeland proceeded to'mako an able presentation of the reasons against the pas age of tho measure, and was once Interrupted by loud applause." '.Mr. Harrison,-" of Quitman, de clared the proposed measure harsh er in every respect than any reform bill ever enacted into law In any of the Southern States; He said: "In Mississippi some educational qualification is Imposed by recent enactment, but the qualification is nothing compared to the harshness of this measure." "The objection I r.sise to the bill here and the objection with which I fought tho measure In the Com mittee room is that it is legislating purposely, positively and conclu sively against one race, purposely, positively and conclusively in fa vor of another race." "Is It judicious to work this change In the law? I speak from an expe rience of fifty years as a citizen, In which time I bavo had occasion to observe tho prevailing condition in my state, and I tell you that the provisions are, first of all unneces sary." Mr. Hardwick, of Chattahoochee, expressed as to Its constitutionali ty, and the further fact that it would seriously endanger the right of white voters, all men who love justice, liberty, honesty and fair ness should reoudlate the infamous and hell-inspirel disfranchising scheme, so fraught with danger to the uneducated white people of North Carolina. It is good to hear rhat the more con aervaMve of tbe Democratic leaders of Maryland are opposed to any tinker ing with the election ;lawa of that State for tbe purpose of securing a partisan advantttf. The law as it 8'andi l a good one- It registers the will of the peoDle. The Republicans when in tbe majority have no difficulty in having that fc6 recorded. When there lfl no obstruction at the poll, and no falsification of the vote as known, neither fide can justly complain. It is but a question then of arousing the people to the importance of the issues at stake end inducing them to exercise their right of suffrage. The men they elect are installed in offl ;e, and the policies they dtclare for are carried out. Ambitious politicians, willing to go to extremes to accomplish party ends, would do well to study the Kentucky ie-8()o. The election law in that Stae ' hich preceded the Goebel law wa3 fair and just, it worked well for many years. Certainly the Democrats had no good reason to complain of it, for thy were in power under it continu ously for more t ban a quarter of a cen tury. But wheo they lost the Sfa'e through their own divisions, in 1895, and again in 1396, the extremists among them, with Senator Goebel for leader, instead of trjingto reunite th party, took advantage of a success achieved in 18U7, which gave them the Legislature, arid passed an election law framed for no other purpose nut to return Democratic majorities. The measure was so flgraMly partisan and unjnat, and soin Utfi&nceof the rights of ihe people, that sume of tbe severest denunciation of it came from Demo cratic sources. Th law in operation has justified every word cf condemnation spoken at the time of its passage. That Mr. Goebel did not receive the certificate of election to the offine of governor was not due to any defect in the ma chine he hsd constructed, but to two f the men he had selected to operate fit. Had they obeyed him, as he thought they would, he would have triumphed even over the majority against him that bad been shown at the polls. Bur, as men of conscience and charactt-r, they refused to perpetrate the outrage, and Mr. Goebel then turned to the leg islature for what these two officials had denied him. The best friends of the State are those who adv cate the repeal of the Goebel law, ai d the enactment of one which shall insure a free ba'lot and a fair count. By method of procedure decided upon by the Re publicaus last night, every State offl er j will be tied up by Saturday. No State business wil be transacted after that date, and for some time to come. The State Election Board will decide the minor State offiae contests on that day and its verdict will unseat the Republicans, . Injunction will at once ba asked for by the Republicans restraining the Democrats from taking possession of these minor oOces.
