For the Caucasian. After considerable debate in the House the Porto Rican tariff measure passed that bidy, though there was nerce and bitter opp isttion on the pau. of many Republicans who arnetly and advocated free trade f r the inhabitants of our neir pos sessions. The opponents of the pro tection feature of the bill contended that as Porto Rico is a part of onr territory now it is unconstitutional to deny thes people the same right ti free trade as it would be to deny that right to the Territories within the limit of the United States. But in disregard of this view th measure was passed fixing a tariff duty of 15 per cnnt on all goods im ported iutotbU country. The Presi dent in his message said that it was "onr plain" duty to admit the pro ducts from Porto Rico free of duty out, u is stattu, that be has become reconciled that this duty should be imposed. This is a very radical change of position on the part of the Prenident, and there is much dissatis faction among leading Kpublicanp, over the protection feature. The Bellamy Dockery contest came up for hearing before the Election Committee of the Honse Friday. The opening speech for Col, Dockery was made by Gen. W. W. Dudley. Messrs. Chas. M. Bus bee and Frank I Osborne represent ed Mr. Bellamy. Tne Committee sat all day to hear the arguments of Counsel. The Election Committee of the House reported in favor of Aldrick! (Rep) Ala., who is contesting the seat of Robbins (Dem) and the case was brought up in the House Friday. Senator Pritchard spoke at New ton last week against the Constitu tional amendraeut. In case it shall appear at said meeting of the county Executive Committee, that any township, ward or precinct has failed to take action in accordance with Section 1, the said County Executive Committee shall be empowered to appoint said committee or committees. Sec. 3. The Executive Committee or the various Congressional. Judi cial and Senatorial districts shall con sist of the Chairmen of the Countv Executive Committees ofjthe counties tnat compose the said Congressional Judical and Senatorial Districts. The Congressional, Judicial and Sen atorial committees shall meet at the same time and place that the conven tions meet to nominate their respec tive candidates, and shall eltct a chairman for said committees who may or may not be a member of their body. Sso. 4. In case any above named committee fails to report to its con vention while in session as provided above, it shall be sufficient proof that there is no proper organization, and the convention shall thereupon pro ceed to elect a chairman of the com mittee. Sso. 5. The County Executive Committees, Congressional Executive Committees, and Judicial Executive Committees aliU report their action, as provided for above, to their respec tive conventions while in session. or their approval or disapproval, f not approved, then the convention before an adjournment, shall elect the chairman of said committee. Sec. 6. Tbe State Executive Com mittee shall consist of twenty-four members. Tbe State Convention shall elect one member for each Con gressional district, and six members at large. The members so elected and the nine chairmen of Congres sional Committees shall meet during tbe session of the State Convention and recommend to tne convention a person for State Cnairman, who may be or may not be a member of the committee so elected. Should the State Convention not approve the recommendation, it may proceed to t-lect a State chairman or the State Convention can delegate this author ity to tht full State Committee. But each S:ate chairman shall serve un til his successor is elected. The six members at large of the State Com mittee shall constitute the Central Executive Committee. Sec. 7. All executive committees shall have tbe power to supply all the vacancies occurring therein. Sxo. 8.
