And one leader in whom the party can trust, is much more effective, than severa leaders who try to lead in many ways, The leader that is most abused and disliked by the opponents, is the man bis party should stick to the tighter He is nearest right. Progressive Farmer.l During a campaign year it requires some courage for a parry newspaper to criticixe any act of its party, or inti mate that its party ever did anything it should have lefi undone or left un done anything it should have done It is gratifying, therefore, to find one pa per, tbe Winston Sentinel, putting aside the temporary interest of its party long enough to tell the refresh ing truths contained in tbe following paragraph. Tbe Sentinel saya: "When tbe legislature meets in June It should make some effort to undo tbe terrible butchery it committed in pass ing that so-called anti-trust law. We tboujr t at the time that it was a worthless makeshift if rot a deception. Subsequent events, or rather the laok of subsequent events, have not chang ed this opinion. Has anybody heard of a single trust being suppressed or even molested in the slightest degree by this law? This is a serious matter and will have to be confronted bv the Democratic party in the coming cam paign, unless a more stringent law against trusts is passed. Tbe people are asking for bread and they are not content with receiving a stone. I bave no apologies to make for what I said on that occasion, but wish to deny the falsehood, which required four days for some stupid correspondent to fab ricate. I wish no trouble in our State, ana snail provoke none, but as a citi zen have no special desire to sit quiet ly dawn and be maligned by tbe cor respondent of an unscrupulous news paper. THE CHARGE. men, meet at some time and place in their respective districts, designated in said call. And it shall be their duty to appoint the time and place for holding conventions in their re spective districts; and the chairman of said respective committees shall immediately notify the chairmen of tne dinerent connty executive com mittees of the said appointment, and the said Connty Executive Commit tees shall at once call conventions c their respective counties in conform itory to said notice, to send delegates to said respective district conven tions. Sic. 2 Each Coantv Convention shall be entitled te send to each o the other Conventions two delegates at large, and one additional delegate for every fifty votes and majority fraction thereof cast for the People's Hickory Times-Mercury.) We hear that a preacher in Cleve land County says it would be doing a christian act to kill Marion Butler. We dislike to believe a man claiming to be called of Ood io preach "tbe Gos pel of Peace," would be so untbougbt ed as to utter such sinful sentiments. But it comes too straight for us to doubt it. Senator Batler is our personal friend. We know bim to be a sober, high-toned and conscien tious gentleman, one who is ever ready and able to give good, sound and un answerable reasons for tbe political faitb be espouses. A man, too, who has political views, not only in accord with ours, but in accord with thou sands of others even in the Baptist church some of whom, perhaps, help to pay the salary of tbe man who thus manifests murder in his heart, not only towards Senator Butler, but all others wbose politics are in accord witb his. But if Senator Butler de serves death because of his political views and actious, then the thousands who endorse bim alike deserve the same. And they are among tbe best men in the State. If to kill those who do not agree with us is a "christian act," why not stop building churches, paying preachers, collecting for miisioos, and use all this money in organizing and equipping a redshirt gang, and give everybody to under stand that if they don't do right, be re ligious and stop worshipping idols, tbey will be killed. We are glad that all the preachers .are not like the Clevelund county preacher. What is Butler doing that other politicians are not trying to do, and they would do if they had a chance and were able. But ler would not advise the killing of an opponent. If he cannot meet him with argument and facts he, would not resort to force. He bas sense enough to know that truth is mightier than tbe sword. Everybody knows what Marion Butler is. He may be In "poli tics for spoils," and he may be a "po litical trickster" and a -demagog," yet the ur regenerate roan witb murder in his heart who puts on a clerical suit and Sabbath arter Sabbath goes into God's bouse and pretends to preach Christ's gospel for the pay that is in it, is tenfold meaner than Marion Butler, Pritcbard, Simmons and all tbe other politicians put together. He is a hyp ocrite of tbe deepest dye. And if tbe adage be true, "Like priest, like peo ple," we pity the people to whom he pretends to preach Popullnt Htate Convention. In pursuance to a resolution of the State Executive Committee, adopted at its meeting regularly called and held in this city on the 18th instant. he State Convention of the Peoples arty in North Carolina is hereby called to assemble in the city of Ral eigh on Wednesday, April the 18th, 900, at 10 o'clock a. m.; and a gen eral conference of members of the party is called to assemble in the said city on Tuesday night, April, 7th, 1900 The Convention will nominate can didates for State offices and elect delegates to the National Convention besides transacting such other busi ness as may properly come before it. While it does not come within the province of the committee to so di rect, it is recommended that County Conventions, called for the purpose choosing delegates to the State and District Conventions, defer the nomi nation of Legislative and County candidates until after the State Con vention. D.l Tbe Populist State Central Com mittee held an executive session at Mitchell Tuesday evening March 6th. It was the largest meeting of tbe com mittee sinoe the organization of the party in tbe State. Provided that, those Townships which are divided in to precincts or wards shall have a separate' Committee for each precinct or ward Skc. 2. Each County shall be under the government of the County Execu tive Committee, which shall consist of the Chairmen of the several Town ship, ward or precinct Committees. This Committee shall meet at the same time and place when and where the county nominating conventions of the Peoples Party of any year are held and elect a county chairman who may or may not be a member of its own body. In case it shall appear at said meeting of the county Executive Committee, that any township, ward or precinct has failed to take action m accordance with Section 1, the said County Executive Committee shall be empowered to appoint said committee or committees. Sec. 3. The Executive Committee for the various Congressional, Judi cial and Senatorial districts shall con sist of the Chairmen of the County Executive Committees of',the counties tnat compose the said Congressional Judical and Senatorial Districts. The Congressional, Judicial and Sen atorial committees shall meet at the same time and place that the conven tions meet to nominate their respec tive candidates, and shall elect a chairman for said committees who may or may not be a member of their body. Sec 4. In case any above named committee fails to report to its con-, vention while in session as provided above, it shall be sufficient proof that there is no proper organization, and the convention shall thereupon pro ceed to elect a chairman of the com mittee. Sec. 5. The County Executive Committees, Congressional Executive Committees, and Judicial Executive Committees shall report their action, as provided for above, to their respec tive conventions while in session, for their approval or disapproval. If not approved, then the convention before an adjournment, shall elect the chairman of said committee. Sec. 6. The State Executive Com mittee shall consist of twenty-four members. The State Convention shall elect one member for each Con gressional district, and six members at large. The members so elected and the nine chairmen of Congres sional Committees shall meet during the session of the State Convention and recommend to the convention a person for State Chairman, who may be or may.not be a member of the committee so elected. Should tur State Convention not approve th) recommnud&tion. it mv orocead t( elect a State chairman or the S'atjl Convention can delegate this author ity to the full State Committee. But each State chairman shall serve un til his successor is elected. The six members at large of the State Com mittee shall constitute the Central Executive Committee. Sec. 7. All executive committees shall have tbe power to supply all the vacancies occurring therein. Seo. 8. A quroum of tbe various committees shall be as follows: The county and Senatorial committees a majority; the Congressional. Judi cial and State one-third of the mem bers of said committees Seo 9. The Executive Committees of the SenatoriaL.Congresaional and Judicial districts, respectively, shall, at the call of their respective chair (SECTION i, ili&ch township prima ry of the People's Party shall send to the County Convention three del egates for every twenty-five votes and majority fraction thereof cast for the People's Party candidate for Governor in 1892. And when a town ship is divided into precincts, wards or other sub-divisions or a town ship such sub-divisions shall send to the Connty Convention one delegate at large and one additional delegate for each 25 votes or majority frac tion thereof. Sec. 10. That in case of failure of any primary or convention to elect delegates, the Executive Committee shall have power to appoint, and certify the proper number of dele gates. The chairman, or in his ab sence any member of the County, Senatorial, Judicial and Congress ional Committees, shall call to order their respective Convntions, and hold chairmanship thereof until the Convention shall elect its chairman. arty candidate f orGovernor in 1892: rovided that every Convention shall be entitled to send as many delegates as it may see ntj and provided fur ther, that the number of duly accred ited delegates in any Convension shall cast the vote of the county. Sec. 3. It shall be the duty of the chairman of the various County Con ventions to certify to the list of del- gates that may be chosen for th. different Districts, and State Conven tions and fbrward list of State dele gates to the State Chairman! All who are opposed to the present financial system of our gov ernment, who are in favor of the ree coinage of both silver and gold at the legal ratio of 16 to 1; who fa vor a further increase of our legal tender currency, without the inter vention of banking corporations; who favor a graduated income tax and further necessary legislation to reduce and equalize taxation and who are in favor of a free ballot and fair count, and of guaranteeing to each political party the right to rep resentation on all election boards, which shall be of their own selection, to prevent disfranchising voters by partisan election boards; who are in favor of a more economic adminis tration of our government, county, State and National; who are opposed to having Executive and Legislative branches of our government domi nated and controlled by trusts, com bines and monopolies, and who are willing to co-operate with the Peo ple's Party to secure these reforms, are invited to participate in all Peo ple's Party Primaries and Conven iens. Ihe recent Legislature repealed tue non-partisan election laws o lo'Jo and 189, which guaranteed to every party the right to be represen ted on election boards by election officers of their own choosing, and enacted an election law more vicious than infamous Simmons Ball-Pen Election law that was in force before The leading provisions of this law as published by the Raleigh News & Observer are as follows: 1. Tnat the election for State and county officers shall be held on the first Thursday in August and ev-ry two years thertatter. 2. That there bhall be a State board of elections composed of five persons elected by the Legislature lor a term of two years. d. inat there shall be a county board of elections consisting of three persons, appointed by State board for a term of two years. 4. That the State Board of elections shall meet in Raleigh the first Mon day in May, 1899, and organize by electing one ot tamr number chair man and another secretary. Another meeting shall be held on the first Monday in April in each election year, bpeeial meetings mav be call ed when necessary. For their services the board shall receive four dollars a day and travding expenses. 5. Inat the county boards shall appoint all registrars and juderes" of elections. Members of the eonntr boards may be removed by the State board; and the couaty board in turn may remove any registrar or indee of election. 6. That countv boards must meet not iater than the first Monday ,in May for organization, and for divid ing the counties into precincts and polling places. ' 7. That before the next ereneral election there shall be an entirely new registration. Among questions to be asked applicant is "whether he has listed his poll for taxation for the current year in which he applies for registration, and for the year next preceding. And if any appli cant shall falsely awar he has listed his poll for taxation, he shall be guilty of perjury nnd punished as prescribed by law." 8. That the registration books shall be kept open twenty days and oiosed on the second Saturday before the election. On each Saturday during the perioc the registrar uhall go to the polling place tc register voters. On sufeh lays the books shall be open for inspection by the voters of the precinct. That there shall be one ballot for all State officers, one for judges of different courts, one for members of General Assembly, oae for county officers and one for township offi cers.
