The Democratic registrar In Falrblaff towDiblp is refusion to register white men without any cause. 1 mention a case In point: Mr. John Edmund, a man who is forty yearn old, a farmer, and who nan lived here all of hi life and voted at everv election has been denied r (filtration. He answered comctly every question and com piled ful'y in every mpect with the law. After the registrar had worn him he proceeded to enter his nanr on a llp of paper. When Mr. Edmmds called the attention of the registrar to the fact that he ought to reenter him by putting hln name In the Rfglntratlon Hook and not on a separate piece of pa per, the registrar got mad and re fuxed to register him at all. This registrar Ih no doubt acting undr instructions from Mr. Hlmmons. Thus we nee that thla political machine has begun already to dis franchise white men even before they get their infamous disfran chising amendment adopted. Their high handed conduct has caused much IndlgnaMon bere and will cause the amendment to lose many vote. This 1 a case where truly, "Whom the gods would destroy they first make mad." The people of the State at first refused to believe that the Simmons Machine will dare to appoint negro judges of the election over the heads of and arainst the protest of white men. The Caucasian announced last week a list of these negro judges ap pointed in many eastern counties, under the dictation of "nigger" ca lamity howling Simmons. Since then we have received information from many other places showing that ne groes have been appointed by the wholesale. The list would fill a col umn of Thb CaI'Oasian. We trive a few more illustrations: In Pitt county, out of fourteen poll holders, to which the Populists were entitled, the Democratic elec tion board appointed nink negroes, when the Populists offered and re commended the names of good and intelligent white men. In Greene county, the Democratic election board appointed seven ne groes as election judges over the heads and protest, of white men f" Not onlyfdid Populists and white Republicans petition the Democratic lection boards to appoint good white men for every precinct, but also many fair Democrats joined in these petitions everywhere. Jerome Smith, one of the Demo cratic candidates for the legislature, has withdrawn from the race, and the Democratic leaders are now sift ing the woods trying to get some one to make the race. It is possible that the Republican candidates for the legislature will only have one oppo nent in the" field. They know they are leading a forlorn hope. F. r the Caucasian. J Smithfleld, N. C, July 10. John E. Fowler, Populist from Sampson coun ty, spoke in the court house here yes terday to a large crowd. His speech was able and convincing He exposed the false promises of the Democratic party in the last campaign, when they solemnly promised to submit this dis franchising amendment. He showed that this amendment (even if constitutional) would, after 1S0M, a' low forty thousand town ne groes or more to vote, while many thousand white men could not vote After the Bpeech, the county conven tion was held. The committee on Resolutions intro duced the following resolution, which wan adopted : "The citizens of Johnston county this day assembled. Resolved, That this is a free citizen and non-partisan con vention, and that all electors, regard less of former p litical affiliations and opposed to the present infamous elec tion law and the proposed constitution al amendment, are eligible and invited to participate in this convention." Afier the above resolution was adop ted the convention proceeded to nomi nate a county ticket, which was as fol lows : For the Senate, II. F. Peed in, Popu list. For the House of Representatives, D. The Political Tiuat The Moat Dangoroas Trnet to The People of North Carolina. Lumberton, N. C, July 10. There was a good gathering in the Court house Monday to hear Con gressman Kelly, of South Dakota, and Capt. J. B. Lloyd, who dis cussed the momentus issues that now so vitally concern the people of North Carolina. Mr. Kelly said when he came to this State ne ex pected to discuss imperialism, fi nance, transportation and trusts, but he found here an effort being made to establish the greatest and most dangerous trust ever known, a poimcai trust, ana tnat it was useless for him to discuss national issues when the people of tirs State are confronted by such serious con ditions. He discussed ably the proposed constitutional amendment and said that section 5 of said amend ment was unconstitutional and would be so declared by the courts, and that the balance of the amend ment would stand, which would result in disfranchising forty or fifty thousand honest illiterate whites. He quoted with good effect such great constitutional lawyers as Senators Stewart, Teller, Pettigrew and Allen who said that section 5 was unconstitutional; that the courts would so declare and the balance of the amendment would stand. The audience was thoroughly ap preciative and attentive. Mr. Kelly epoke for over an hour, and after he concluded Capt. Lloyd gave us a very strong argument against the amendment. He said that great Constitutional lawyers, men of great prominence and ac knowledged ability, men who had helped to shape the policy of the country for thirty odd years, men of long experience who had grappled with great constitutional questions, for years, had declared that the grand father clause in the amendment was clearly unconstitutional, and that th courts would declare that, the ballance of the amendment would stand, thereby giving to North Car olina a strictly educational qualifi cation suffrage which would apply to both white and black alike, and re sult in the disfranchisement of at least fifty thousand white men in North Carolina; that such was snffi cjf nt to create a reasonable and se rions doubt- and that no person who was opposed to disfranchising white men could afford to-take the risk of voting for the amendment; that the only safe thing the illiterate white men could do would be to vote against the amendment. He spoke with great force and ef fect, and his speech was highly ap preciated by the audience. The Populists of Robeson county are en thusiastic and are determined to use all their best efforts to hold Robeson and save the State. Pop. We farther condemn said Legisla ture for the careless blundering and careless legislation, including more gross blunders and unconstitutional laws than ever before enacted by any General Assembly in North Carolina, We further denounce the machine leaders of the Democratic party for laving tbe whip on tbe back -f the Democratic Legislature and forcing them into enacting and submitting s disfranchising constitutional amend ment in violation of the solemn pledges of tbe party, made not only officially in their campaign nananooK but by members of tbe General Assem bly and other Democratic candidates for office in their canvass before tbe people. We denounce them not only for doing this in violation of their pledges, but also for submitting a mea sure most odious in form and danger ous in effect. That General Assembly being composed of) some of the best lawyers of the party, mast have known, or at least had a reasonable doubt, not only as to the unconstitu tionality of the monstrous provision of section o, known as tbe "grand rat her clause" in said amendment, but also of the great danger of that unconstitu tional sectional section falling, leav ing the remainder of tbe amendment to stand, tbus disfranchising by an ed ucational qualification fifty or sixty thousand white voters of North Caro lina, who in 1898 gave the Democratic party power in tbe Legislature, and whose ignorance is no fault of their own but is chargeable to tbe neglect of tbe Democratic party, which now sreks to disfranchise them and make their ignorance a crime alongside that of tbe felon. But even if the proposed amendment were not unconstitutional (as it clear ly is), still it is especially objection able in tbe following particulars : (a) In that it dignifies with the right or suffrage tbe most vicious, trouble some and obnoxious class of the negro population, and completely disfran cbises the most faithful,kindly and or derly element of that race. (b) In that, while clamoring for white supremacy and declaring that no white man shall be disfranchised under this amendment, they have so written their amendment that every white boy be coming of age after 1908 stands on the same footing witb tbe negro, and can not vote unless he is able to read and write. (c) In that by the latter provision they have made it possible for the ed ucated negro after 1908 to cast bis bat lot while the unfortunate son of the white men who have been the strength oi true democracy stands without vote at the ballot box. They slaughter tbe suffrage of tbe son whose father they dare not openly attack, (d) In that this suffrage amend ment does not remove the negro from politics or settle the negro question in JNorth Carolina. (e) In that every voter who has not paid his poll tax as much as five months before the State election and eight months before the national elec tion, shall be disfranchised as much as if be were convicted of felony or were an ignorant negro. The purpose of this provision ia not only to disfran chise every good honest citizen who unfortunately cannot pay his taxes by me nrst or Marcn preceding the elec tion, but further to try to bribe the vo ter to surrender his sufirage at the ex pense of the public school fund of the state, which is derived from poll taxes. There larks behind this proposition a still greater danger to tbe public schools of the State, for with the adop tion of the amendment the opponents of free schools in North Carolina will at once raise the cry that every dollar raised for public instruction means tbe increase of the number of negro vo ters, and thus tbe poor white man's son will be chained in bondage of ig norance and disfranchised to prevent tbe education of the negro voter. There is no white supremacy in this. The constitutional question pre sented by the proposed amendment is one that must be determined by the judgment and conscience of each indi vidual voter. Therefore, we do not make it a party question. We state tbe evils and dangers and leave the voters of all parties to pass their verdict in the light of these facts. The question ie above party, and no one should be more active and anxious in our judg ment to defeat it than the rank and file of the Democratic party. The People's Party is and has always been more distinctly than any other party in North Carolina a white man's party, and is more anxious than any other party to solve tbe race problem, and to foroe all parties to a discussion of the great economic issues so vitallj affecting the welfare of all wealth pro docers of the State and nation and de cency in politos. Therefore, we propose in lieu of this dangerous amendment, the best solu tion of the race question that is possi ble as long as the 15th amendment to the Constitution of the United States stands a solution which deprives no white man in North Carolina now or hereafter of his right of suffrage, to wit Amend Section 6, Art. 6, of the Con stitution of North Carolina by insert ing among the disqualifications for office, enumerated therein, the follow ing, vix : All negroes and allpersons of negro descent to tbe third genera tion inclusive. If the Democratic Legislature which meets in June will offer this safe, con stitutional and wholesome amendment injlieu of the present scheme it will have our hearty support. If they will not, we appeal to the people to rally to our assistance to elect a Legislature pledged to support such; an amend ment. We, congratulate tbe peopleJoflNorth Carolina upon the decision of.the State Supreme Cou-t in the case of Harris vs. Wright (iai N. C. R., 172), declar ing that the General Assembly has power to provide different systems of county government for various coun ties of the State. Acting under this decision, we pledge tbe People's Party to tbe maintenance of tbe system of local self-government in all the white counties, towns and cities in the State as established by the General Assem bly of 1895, nnd at tha same time to provide and maintain a legislative sys ttm of coonty government for all the negro counties of the State, so that there can never be any question that the white people shall always bave full and oomplete control of oounty in the State. We denounce the Democratic Legis lature of 1899 for passing an election law, every provision of which! is care fully and cunningly planned and de vised to thwart tbe sovereign will of tbe people of North Carolina by whole sale fraud and debauchery of the bal lot eox. As an earnest of oar sincerity, we point to oar past record tn this particular, ana say that no "Legislature in which Populists bave bad a controlling voice has ever turned a deaf ear to the de mand of tbe unfortunate, or been fol lowed by an urgent appeal for addi tional provision as has been recently issued by tbe Board of Public Chari ties because of tbe failure or tbe uem oc ratio Legislature to make such pro vision as seen and urgently needed at the time they were consuming their time in enacting political legislation and creating new offices during tbe session of 1899. Labor is Indispensable to tbe crea tion and profitable use of capital. Cap ital increases the efficiency and value of labor. Whoever arrays one against tbe other, is an enemv of both. That policy Is wisest and best, which har monites the two on tbe basis of abso lute justice. The advocates of tbe amendment say no white man shall be disfran chised; that they are willing that ev ery white man shall vote and have his vote counted as cast. If that be true, then they will not abuse aad try to intimidate white men during the campaign and on election day They did that two years ago. They actually threatened good white men if they did not vote with them and come to the election, they would kil theia. When good white men, sober men, Christian men have to be threatened by drunken roughs, men who write them threatening letters with no name signed to them, their political and religious liberty has gone to seed in this country.
