The report of the operations of the public schools of North Carolina pre sents some very interesting facts and statistics and soma affording food for thought. Tne school census tor 1900 showr: Whiter, 639,431; col ored, 220 198 E rollment in school': 130,005 be seen that while leBS than half the white children are pupils of the public bchools. largely more than half of tae negro population or abont or nearly seven elevenths are pupil in the schools. An educational quali fication applying to whites might help to remedy tais distressing con dition. Tan figures would seem to indicate that tne negro is more gen erally taking advantage of his op portunity to educate himself than is the white child. This is a mortify injr situation. T:;rtt is one other point in the Noit'i Carolina school statistics to which we wonld direct attention be cause we believe that it indexes a condition in which Virginia pre sents aim ist a parallel. V e refer to the matter of salaries of pnblio school teachers. The average sala ry of white male teehers in North Carolina is but $26.18 per month; the average for white female teach ers $zAAi per month. The aver ages for negro teachers are even smaller. These are pitifully small average salaries lor educated men and women of character and experi ence, holding such responsible posi tions. It is nearly or quite as bad in Virginia. Small wonder the teachers ate organ xiog. We denounce them not only for doing thia in violation of their pledges, but also for submitting a mea sure most odious in form and danger ous in effect. That General Assembly being composed of. some of the best lawyers of the party, most have known, or at least had a reasonable doubt, not only as to the unconstitu tionality of the monstrons provision of Section 5, known as tne "granaratner olaose in said amendment, bnt also of the great danger of that onoonstitn tional sectional seotion falling, leav ina: the remainder of the amendment to stand, thus disfranchising by an ed uoational auanncation nrty or sixty tbonsand white voters of North Caro lina, who in 1898 gave the Democratic oarty power in the Legislature, ana whose ignorance is no fault of tbeir own but is chargeable to the neglect of the Democratic party, which now seeks to disfranchise them and make their ianorarce a crime astngside that of the feloa. Bnt even if the proposed amendment were not unconstitutional (as it clear ly is), still it is especially objection able in the following; particulars: (a) In that it dignifies with the right of suffrage tne most vicious, trouble some and obnoxious class of the negro population, and completely disfran chises the most faithful,kindly and or derly element of tbat race. (b) In that.while clamoring for white supremacy and declaring that no white man shall be disfranchised under this amendment, they have so written their amendment tbat every wnite ooy oe ooming of age after 1908 stands on the same rooting witn tne negro, ana can not vote unless he is able to read and write. (a) In tbat by the latter provision, they have made it possible for the ed ucated negro after 1908 to cast his bal lot while the unfortunate son of the white men who have been the strength of true democracy stands without a vote at the ballot box. The purpose of this provision is not oniy to aisrran- ohiae every good honest oitisen who unfortunately cannot pay his taxes by the first of March preceding the elec tion, but further to try to bribe the vo ter to surrender his sunrage at tne ex pense of the pnblio school fund of the titate, which is derived from poll taxes. There lurks benina tnis proposition a still greater danger to the public schools of the State, for with the adop tion of the amendment the opponents of free schools in North Carolina will at once raise the cry that every dollar raised for public instruction means the increase of the number of negro vo ters, and thus the poor white man's son will be chained in bondage of ig norance and disfranchised to prevent the education of the negro voter.
