the House last week. The bill reads:

That sec' ions four, five and six o'
Article 11 of the Constitution of North
Carolina be and the same are hereby
abrogated, and in lieu thereof shall be
substituted the following:
Section 1. The Senate Districts shall
be so altered by tne General Assembly
of 1903, and after that at tbe first se
ion after the return of every enumer
ation ordered by Congress, that each
8-nate District shall contain as near as
may be, an equal number of inhabi
tants excluding negroes, aliens and In
dians not taxed, and shall remain un
altered until the return of another enu
meration, and shall, at all times consist
of contiguous territory; and no county
shall be divided in the formttiou of a
DistriC, unless such county shall be
equitably entitled to two Senators.
Section 2 lhe Bouse o' Representative-
shall be composed of one hundred
and twenty Repres-'ntatives.b annually

A Strange Experience.
Norfolk, Va., Jan. 26. Captain
W. T. Morgan, commanding the At
lantic Coast Line Railway steamer
