Christian Jeawn, an attorney in this city, to-day filed pleading in a suit against Miss Carrie Jacobsen. a daughter of Fred Jacobsen, a well known farmer at Kussell, 111 , de manding damages for alleged breach of promise. In bis pleadings Jensen alleges that Miss Jacobsen promised to marry him On the strength of the promise he deeded to her cer tain bind in Dakota to the value of several thousand dollars, and he ask ed that these land be conveyed to him by the court and that an addi tional $500 be awarded to him a balm for his injured feelings. Miss Jacobsen alleges that she and her father removed to Kenosha for the purpose of allowing the daugh ter to marry Jensen, but when it was discovered that Jensen was practically without an income the father refused to allow the wedding to occur. It is alleged that Jensen labors under various hallucinations and the defendant in the case claims that the story of the land in Dokota is one of these hulluclnations. Mr. Otey's idea Is to have a board placed directly at the rear of the Speaker's desk and In front of the main entrance, such electrical apparatus connected with member's desk by wiring as would enable him to touch a button and display his vote, aye or no, by means ot incan descent lights placed opposite to hla name on the board. This would en able the entire House to see exactly what the members were doing, the clerks could figure up the totals in a very short time, and there would be no delay in getting an expression of sentiment on any subject from the Congressmen. We further denounce the machine leaders of the Democratic party for laying the whip on the bsoka at the Democratic Legislature and forcing tbem into enacting and submitting a diafrahchising constitutional amend ment in violation of tbe solemn pledges of tbe party, made not only officially in their campaign handbook, but by members of. the General Assem bly and other Democratic candidates for office in tbeir canvass before the reorle. We denounce them not only for doing this in violation of their pledges, but also for submitting a mea sure most odions in form and danger ous in effect. That General Assembly being composed of, some of the best lawyers of the party, must have known, or at least had a reasonable doubt, not only as to the unconstitu tionality of the monstrous provision of Section 5. known as tbe "grandfather clause" in said amendment, but also of the great danger of that unconstitu tional sectional section falling, leav ing the remainder of tbe amendment to stand, tbus disfranchising by an ed ucational qualification fifty or sixty thousand white voters of North Caro lina, who in 1893 gave the Democratic party power in the Legislature, and whose ignorance is no fault of their own but is chargeable to the neglect of tbe Democratic party, which now seeks to disfranchise them and make their ignorance a crime alongside that of the felon. But even if the proposed amendment were not nnconstitntional (as it clear ly is), still it is especially objection able in the following particulars : (a) In that it dignifies with the right of suffrage the most vicious, trouble some and obnoxious class of tbe negro population, and completely disfran chises tbe most faithful,kindly and or derly element of that race. (b) In that,wbiie clamoring tor white supremacy and declaring that no white man shall be disfranchised under this amendment, they have so written their amendment that every white boy be coming of age after 1908 stands on the same footing with the negro, and can not vote unless he is able to read and write. (c) In that by tbe latter provision, they have made it possible for the ed ucated negro after 1908 to cast his bal lot while the unfortunate son of the white men who have been the strength of true democracy stands without a vote at the ballot box. They slaughter the suffrage of the son whose father they dare not openly attack. (d) in that this sunrage amend ment does not remove the negro from politics or settle the negro question in North Carolina. (e) In that every voter who has not paid his poll tax as much as five months before the State election and eight months before the national elec tion, shall be disfranchised as much as if he were convicted of felony cr were an ignorant negro. The purpose of this provision is not only to disfran chise every good honest oitixen who unfortunately cannot pay his taxes by the first of March preceding the elec tion, but further to try to bribe the vo ter to surrender ms sunrage at tne ex pense of the public school fund of the State, which is derived from poll taxes. There lurks behind this proposition a still greater danger to the publio schools of the State, for with the adop tion 01 the amendment tne opponents of free schools in North Carolina will at onoe raise the ory that every dollar raised for publio instruction means the increase of the number of. negro vo ters, and thus the poor white man's son will be chained in bondage of ig norance and disfranchised to prevent the education of the negro voter. There is no white supremacy in this. The constitutional question pre sented by the proposed amendment is one that must he determined by the judgment and conscience' of each indi vidual voter. Therefore, we do not make it a party question. We state the evils and dangers, and leave the voters of all parties to pass their verdict in the light of these facts. The question is above party, and no one should be more active and anxious in our Judg ment to defeat it than the rank and file of the Democratic party.
