As sure as fate, it wil be'tnls: that each yearthe'rd Will" be more white voters disfranchised under the amendment than there will be negro voters, provided the law is honestly carried out. In order to prevent this happening. one of two things must be done: I either the grandfather clause must bo made perpetual to prevent the disfranchisement of the white voters for illiteracy, or else the negro must not be educated at all. If thi? is not done the amendment will re peal itself and do worse than that because before the amendment was adopted no white man was disfran chised. Already many are now disfranchised by the poll-tax trick, and after 1908 a very large number will be disfranchised on account of illiteracy. The Democrats in North Carolina have now been in full power for two years, and have had the legislature for four, years. As a result of the proverbial Democratic incompe tency, they have by this time got the State in such a fix It is necessary for the Government to call on the Legislature to Issue more Stat bonds. Democrats when out of power cry for economy; when they get in power they run the Govern ment, both State and National in the mud and soon have to borrow money. When out of power they denounce those in power for not re straining trusts and doing other things; when they get in power they pass anti-trust laws that are frauds. The party seems to be suffering from a chronic case of Incompenency or something worse. Democratic poll ticians denounced the Sherman anti trust law: when they got both houses of Congress and the Presi dent they passed a so-called anti trust law that was such a fraud that no tru-t has ever been indicted under It and in fact the Democrats are so ashamed of it they never mention it themselves. This bill is before the Senate as the regular business, and has the right of way until finished. The fight led by Senator Quay for the admis-tion of the three territories into statehood, in opposition to the Administration measure for the admission of on ry one, lias degener ated into a filibuster; and so earnest and persistent are Senator Quay and the friends of this Ominibus measure who are mostly Democrats), that action on the other important legis lation such as the Cuban treaty and anti-trust measure, is seriously threatened, especially in view of the fact that only flve -week's of the preejit-Cttngress "remains. Indeed, unless this troublesome measure which has been lel'ore Congress all of the session, is soon disposed of, the probability is that an extra ses sion of Congress will become neces sary in order to enact the Presi ient's pet measures, the Cuban treaty and anti-tiust legislation. The Presi dent is very anxious to see the Cuban Reciprocity treaty ratified, and is equally anxious to secure the passage of some stringent anti-trust law, and it is thought that a failure in either case at this session would povoke him into calling an extra session, it is stated that the Houss anti-trust measure, framed by a sub committee of the Judiciary Com mittee, will not be acceptable to the leaders of the Senate, which would tend to prolong the passage of this legislature. The action of the German fleet in Venezuelan waters in shelling Fort San Carlos and killing many non combatants and entirely destroying the village, after her acceptance of the proposition to submit her claims to the arbitration tribunal, has crea ted considerable speculation here as to her motive. It is generally re garded here as a hostile act toward the United States. The State De partment, however, is .waiting for an explanation from CJermany be fore taking any action in the matter The popular theory here is that Germany desires to put to a test the Monroe Do.trine by attempting to cover her claims against Venezuela with Venezuelan territory, Thi3 is only a surmise of course; but if it be true, the United States Governt ment stands ready to resort to arms to protect the famous Doctrine. It may be that Germany's latest act in Venezuelan waters was simply a blunder on the part or the 011 mander of the fleet, and certainly this would be the most chariiable light in which to view it. The House Committee has been investigating charges preferred by Congressman Lessler of New York to the effect that ex-Congressman Quigg had approached him with an I offer of a money consideration if t would vote for an appropriation for submarine boats, The investigation is about concluded, and the general impression is that instead of sun- ! stantiating his charges, Congressman Lessler has only succeeded in placing himself in a ridiculous position, Ir is understood that the chances of the Wilson post office controversy being settled in a manner satisfac tory to Senator Pritchard are good. Senator Pritchard is still in the hospital, but is recovering rapidly and hopes to be out in a few days. Senator Simons has secured a res olution of the Senate providing for an appropriation of $5000 for erect ion of statutes to Generals Nash and Davidson.
