The next important object of the speech, and most comprehensive dis- cussion, was to answer the false charges which have been continuous ly made against the Republican party for over a quarter of a century to the effect that that party was guilty of "looting the State" through the issue of fraudulent carpet-bag bonds. I proved that this charge was false in every respect by holding up and quoting in my speech from the Bragg fraud commission report. I stated that the copies of this report had been burned or destroyed, and that I had in my possession the only copy that I knew of still in existence. I showed that it was a combination of leading Democrats who conceived the scheme to have the carpet-bag bonds issued, and that it was they and not the Republicans who got them, who sold them, and who pocketed the money which has been described as "looting the State" by the Demo cratic politicians in every campaign. I further proved that the charge that I was or ever had been the attorney; for the holders of ' these bonds wasj totally false. That speech, in pamphlet form, covers sixty-five pages. The part of i the speech devoted to Mr. Simmons is from pages forty-eight to fifty-one, and over half of that space is given to quoting what Senator Vance said about Mr. Simmons. I showed that Senator Vance not only denounced Mr. Simmons as being a man unfit to hold any office of honor or trust in the State, but that he predicted the evils that would come upon the Dem ocratic! party and upon the State if Mr. Simmons and - machine men of his type were to get In control of the party and dominate the State. 1 showed that Senator Vance's , predic tions had come true; that the Demo cratic party had been brought to a most pitiable condition, with an in defensible record of extravagance and incompetency. " As to the circulation, of the speech, the facts are that there was such a demand for copies of the speech that The Caucasian Publishing Company announced that if enough orders should he sent in to pay for the cost of publishing the speech in pskmphlet form, that it would he published and offered for sale at cost.
