While there is still some opposition among some mem bers of the committee to, the commis sion .form, since the matter has been thoroughly discussed, in the city and the many advantages of the commis sion form pointed out it is very prob able that a good majority of the larger committee will endorse the report al ready agreed upon "by- five members, or will agree upon a report to similar . purpose. The members of the present board of aldermen have certainly had ample opportunities, to see the defects and the woeful shortcomings of the sys tem of ' government now in operation here. They have seen the dissention between the boards and the wrangling over the city engineer and other ap pointed officials of the city. They have seen where, greater efficiency could have been secured in the departmnts of the city government but for the di vided responsibility. They have seen the waste that results from lack of co "operation and must realize -that full efficiency and any degree of economy are Impossible under any such system as is ' in operation here now. They have knowledge of the success of the commission form of 1 government In other' cities. They have information that greater efficiency' has resulted in all departments of the government in the cities that have -the commission form.- and that in practically all vof have studied the currency question. the sentiment for a plan in which as set currency will form the" basis of flexibility has rapidly increased and If the banks of the " country were allowed to issue .'currency upon say 25 per cent of their assets in theform of notes and other J securities ; .instead of feeing compelled to purchase ? gov-, ernment bonds and have their issue of currency confined entirely , to ; tne amount of- the . government .. bonds. there would be no panics from the lack bf currency. There would be no loss' and delay and inconvenience for the Jack of money to' move'" crops. During the recent campaign for a building ,fund for the Institution The Chronicle gave its heartiest and most' effective, sup port. But The Chronicle believes that the T. W. C. A. will make a mis take to sell Its present lot and pur chase a less 'desirable' site. The or ganization has a fund of more than $60,000 pledged for .the. feuildln and it. has been, the. understanding, that that amount was-sufficient to erect a building that, will be entirely adequate for the -needs of .the-Institution.
