She desig nates specially the planet Mars, to which the attention of the sat'ints is already directed. Of all the planets Mars is the one which most resembles the Earth. Mars has our continents, our seas, our islands, our clouds, our rains, our snows, our seasons, our nights, and our days. The year there is notably longer than with us, but the day exceeds ours by a half hour only. It is natural to believe that this body, like the Kanh, is inhabit ed with beings like men, whose science and civilization are developed uearlv like ours. Starting vfith this principle, one must believe also that these beings busy themselves wuu as tronomy, that, consequently, they have telescopes; in a word that they study the Earth as we study Mars. They cannot be lacking in an Obser vatory, nor in instruments of extraor dinary power always, be it under stood, upon the condition that such beings exist. They do exist, huwever, alid their existence is proved by the fact that canals have been traced on the su -face of the planet. The law disqualifies from futher practjee any physician who has onoe been convicted of drunkenness and imposes a heavy penalty upon the man thus disqualified if he attempts to practice medicine again. A special from San Salvador says: Millions of dollars worth of property and many lives were destroyed in the Republic by an earthquake yesterday. Whole towns are wiped out and as advices are received they indicate that hardly a city in the country, ex cept those along the coast escaped the awful effects of the convulsion. Ricamond, Ya., Sept. Sena tor Eutler and Congressman Watson, of Georgia, had a tilt here yesterday. discussing the sub-treasury. Con gressman Watson opened. Senator liutler answered, and Congressman Watson replied. Congressman Wat son held the undivided attention for one hour and a half. In the opening he was eloquent, witty and argumen tative. He dealt largely in ridicule, which was all good natured, however, and his speech was well received and he has made many warm admirers. He claimed ihat the sub-treasury bill was the panacea of all the masses of the people, ard that he could set; the approach of a new and prosperous era. Senator Butler replied to the ridi cule with the keea-est satire and took the usual Hues of argument against the sub-treasury bilP There were about 1,000 men p-resent, beside many ladies. This week we want to have an e very-day ta k about the cause of what we conceive to be the greatest ill farmers in North Carolina have to bear, lt is the burthens bourne by the poor men of the State under our present Homestead and Mortgage laws. I believe in a Homestead Law as the due to every man and his fami'y. It is the quintessence of justice in legislation, but in the uanie of all that is right make it a law to piot?ct the un protected. Our, present law is a kind of monstrosity; it is punctured by the mort gage law at every pore, aud its life-blood drained to the dregs. Its victims ar all over the land and are made up of the particular class the law was mad to protect. Its a great, grind ing mill and run by this mortgage system it grinds out destitution, poverty, want and distress; instead of giving protection to you and your families. A moderated Homestead Law is what 1 kmw to be the due of the poor men of North Carolina, and 1 want to do all I can to aid you in getting it. It is the due of the wife and children of every man in the State. The fickle wheel of fortune" does not always grind out golden coin for the rich. Every year some fail who were thought to be away beyond the line of want. Failures are rife everywhere and in all departments of !:;-. Mercantile failuies are recorded aim ?t daily! whi'e in the broad expanse of the Old Xoith State there are hundreds of fanners who fail every year. There is no record, per haps, to be found anywhere unless it be in the sheiifTs office or in the sorrow of a broken-hearted wife and destitute family. But all the same its failure and failure. Sure as you live its because our punctured Homestead Law was superceded by the Mortgage Law and its preferred blessings turned to a curse. This Homestead Law will not protect the needy. Do you want it? 1 say in behalf of the interests of the poor man and of his defenseless wife and children, "No!" Suppose we had a law exempting $")00; that is enough to give the needed protec tion to any man's family, and that law we make absolutely fixed, impregnable: s; : secure that you could m u tgaire it till doom's day and the mortgage could not touch it. 1 should call that a Homestead Law. Xow if this was a law instead of our present one. by reducing the SI,. The tei.dencv of an excessive Homestead Law is to look to that as a limit of whit a man is to at tain in this world, and a good many men make it a shield behind which they "house themselves ;nd thus lose their hold on life and things- to be ut-iUiw-d by diligence aud persfverer.ee; and time it is a curse. A gieat many States exempt $:00. and it has in every eas- proved n good law. but if you make it .foOO you will free thou sands of men from the ban ot the present law and give t'Mrn a name and standing among their fellows. a,rul thi law would be hailed with delight. it would be like taking the brakes off and letting the wheels of progi-e roil free. Its pretty hard for the young man just; starting in life, worth but tew dollars or a few hundred, to be forced to bear the dead weights of this homestead law.
