Care of Stranded Russians
One of the Tasks of the
League.

Geneva, Sept. 3. What to do with
the 300,000 to 400,000 Russian refugees
who are now scattered throughout al
most every state in Europe will con
stitute one of the most complicated
problems to be solved by the second
general assembly of the League of Na
tions which convenes here on Septem
ber 5.
The question of these Russian refu
gees has now reached such proportions
as an international problem that it has
been definitely decided by the European
states belonging to the League that it
can no longer be handled by individual
governments. As a consequence, the
problem will be taken up by the League
of Nations with the co-operation of the
International League of Red Cross bo
; cieties and the International Red Cross
committee.
Extensive information has already
been sent in to the League relative to
the situation of the Russian refugees
in different countries by South Africa,
Germany, Belgium, Denmark, Spain,
France, Great Britain, Poland, Czecho
slovakia and Switzerland. This will
serve as a basis for the international
action to be formulated.
The problem is complicated, involving
not only the legal status of these peo
ple in the different countries, but
political, financial and economic aspects
as well.
Based upon the information and the
various suggested solutVms which have
been offered by the various European
governments to date, the council has
decided that the first step to be taken
is that of the appointment of a high
commissioner whose task it will be to
co-ordinate the work being done not
only by all European government but
by all private associations on behalf of
the Russian refugees.
High Russian representatives have
asked the League to appoint, if pos
sible, to this position a Serbian, who,
because of the analogy of race and lan
guage, will probably be better adapted
for inspiring confidence among Russian
refugees.
Whilst awaiting the appointment of
this commissioner, the council has or
dered the League's secretariat to con
vene the officials responsible in each
country for the welfare of the Russian
refugees to discuss the problem.
One of the problems to be looked in
to is the possibility that sums of money
and property belonging to the various
Russian governments that have been
sequestered in different countries be
constituted into a relief fund for the
Russian refugees.
Another task will be that of directing
these refugees into various countries
whore work can be secured for them.
In the meantime each government
will be asked what amount of money it
is now spending on behalf of Russian
refugees and how much it may be able
to Contribute towards the general funds
necessary for handling the problem on
and international basis and for main
taining the interrational organization.
One of the especial ends that will be
recommended to the high commissioner
will be that of forming as many of the
refugees as possible into colonies in dif
ferent countries with especial attention
being given to the social and ethical
status of those making up each colony.

MONUMENT TO BE
ERECTED AT LOUDES
Paris, Sept. 3. The American soldier
will appear on a monument of thanks
giving m memory of the soldiers and
sailors who fell in the war which is to
be erected at Gourdes. Marshal Foch,
born nearby, has chosen the sculptor,
M. Michelet.
His design shows a square case with
half a dozen steps to the monument
itself, which will be 81 feet high. An
altar where mass for the dead will be
offered forms one side. At the four
corners will be statutes of soldiers, 15
feet high, representing the principal na
tions that fought against the Central
Powers, the American soldier being at
the right corner of the main facade.
A series of bas reliefs in which Am
erica will be represented by a symboli
cal subject introducing General Persh
ing as central figure, is above the base
and surmounting these reliefs will be
statues of Our Lady of Lourdes St
Michael and St. Joan of Arc.
A fine position has been chosen for
the monument, the corner stone of
which was laid cn November 11, 1919
close to the Esplanade which leads to
the Basilica.
