STEAMSHIP LINES
TRY TO EVADE LAW
Washington, Sept. 3. Efforts of cer
tain steamship lines to bring in more
immigrants each month than are per
mitted to enter under the three per
cent immigration law, has led Depart
ment of Labor officials to believe that
an effort is being made to bring the
law into disrepute, Assistant Secretary
E. J. Pfenning, said today.
"Unfortunately," Mr; Henning said,
"the law has no teeth, and the only
way the offending companies can be
punished is to compel them to take
back aliens who are not admissable."
This is being done, he said, adding
that the department had exhausted
its "milk of human kindness." When
the offenses first were committed,
the aliens who were brought to ports
were admitted under bond, but all will
be sent back in the future, the assis
tant secretary said.

GOMPERS VISITS
THE PRESIDENT
Goes Over the Mining andi
Civil War Situation in
West Virginia.
Washington, Sept. 3. President Govt
pers, of the American Federation o.'
Labor, told President Harding today
that against the authority of the gov
ernment of the United States "the
people of West Virginia cannot ar.d
must not stand in hostile array."
Mr. Gampers and James Lord, presi-'.
dent of the mining department of the ,
Federation, called on the President.
they explained, to lay before him the ;
situation as they viewed it.
Mr. Gompers said he also told the
President that after all, when the men
have obeyed the orders of the Presi
dent and dispersed, "it may crush
their spirit, but that is no remedy for j
the acute situation as it exists in West .;
Virginia and nothing will be settled."
The Federation president urs-ed Mr. ;
Harding to adopt the suggestion o.' '
President Lewis, of the United Mine
Workers of America, that a conference
of operators and miners be called to
endeavor to reach a conclusion which
would not only settle the present con
troversy but establish better relation?
between the miners and operators fc-r
the future.
The President, Mr. Gompers said,
listened with keen interest and sympathy-
to his appeal, but stated that
his first duty as President was to
establish the authority of the United
States and the maintenance of order.
On leaving the White House Mr.
Gompers dictated a statement review
the situation.
