"As our standing army goes down in numbers," he continued, 't'he en rollment of ' the military academy should go up The basic idea, which led to the foundation of the academy; was the desire to have a nucleus to train the great body of our citizens 'in time of emergency, rather than to be forced to keep larsreb odies of men con tinually under arms. Over a fpn fin-v ago, with a, population of scarcelv more than 5.000,000. the American Government authorized a cadet corps of oval- 250.
