Plans will be drawn and work to commence on the build ing at once. MaJ. E. F. Young returned to-day from a trip of investigation along the line of the Hoanoke A Southern road, aud he is enthusiastic. He says that Charlotte must have this roadjas it Is the greatest chance our town has yet had. Following is a certified copy of the much talked of amendment to the city charter allowing Charlotte to is sue bonds, as passed by the Legisla ture on March 6th : Tho general assembly of North Carolina do enact: Section 1. That tho board ef alder men of the city of Charlotte may subscribe for any number of shares ol the capital stock of aoy railroad company authorized to he construct ed to or from the said city, aud may issue coupon bonds in payment of the same. The board shall also have power to issue other coupon bonds for such purposes as, in the opinion of the board, will promote the gener al good and welfare of the city, and for no other purpose whatever, pro vided, that the whole bonded indebt edness of the city for all purposes, shall not exceed at any one time, the sum of five hundred thousand (1500, 000) dollars. Section 2. That aaid bonds shall be in such form and of such denomi nations and shall be payable at such time and bear such a rate of interest, payable semi-annually, as the board may determine; Provided, that no debt shall be created and no bonds issued under this act, unless the board shall have first passed an or dinance by a three fourths vote of the entire board, taken and recorded at two separate regular meetings of the board, submitting the nestion of creating the debt and issuing the bonds to a vote of the people, and a majority of the qualified registered voters have voted In favor thereof. bee. 8. Notice of said election shall be given by the Mayor by ad vertisement iu some newspaper pub lished lu the city at least once a week for five weeks next preceding the day of election, in which notice shall be stated the time and places as fixed by the board for 0ening the registration books aud registering voters. At said election those who favor i-reatiug the debt aud issuing Itonds shall vote on a written or printed ballot "approved," aud those who oppose it shall vote on a like ballot, "not approved," Sec. 4. That at the second meet ing of the board, at which the ordi unuce directing an election to be held under the provislous of this act. is passed. tho board shall uppoiut a registrar and three inspectors of elec tion lor each ward of the city, who shall reside in the ward for which they are respectively apoiuted, and who shall conduct the election In ac cordance with the provisions of the present charter of the city, relating to i lie election of municipal officers, as near as may be, aud except as hereinafter provided. Hoc. 5. That said registrars and in spectors shall be notified of their appointment by the city clerk, and shall he sworn by the mayor. With in three days after the elec tion they shall file with the city clerk, a written statement of the re sult of the election, duly certified un der their bauds, which shall be re corded by the clerk in the niinutesof the board. Section tt. The boord shall cause books for the registration of voters to be furnished to the registrars, which shall be deposited with the city clerk, by the registrars, at the time of filing with him their state ments of the result of the election. Section 8. That the provisions of this act iu regard to holding an elec tion shall apply to all future special elections held in said city, but this section shall not be construed to re fer to or include any election for city or municipal officers. Section 9'. That this act shall take effect and be iu force from aud after its ratification. Ratified the 6th day of March, A. I)., 1891. Tucir Idea ot It la Wilmington. The Wilmington Star has this idea of the current agitation in Charlotte municipal circles: "The question which now is or soon will be agita ting the metropolis of Mecklenburg, is whether the city will vote to issue $500,000 in bonds for internal im provements, constructing a sewerage system, paving streets, Ac. This is a pretty big figure.and naturally while if is warmly favcred by the more progressive aud energetic portion of the community, it is considered too big a load to shoulder by the go slow and more conservative element who think that Charlotte is doing pretty well m the line ofjprogress now. The former want to see the town loom up into a daisy, first-class burg, with all the modern improvements, while the latter are content with seeing her trotting along at a moderate but re spectable pace, acomfortable,thnfty, snug little town, pretty well satis fied with her self and looking hope fully to the future, a town that it won't do for any ether town iu this latitude to sneeic at." Tae formal a. no Inaastrlal School. Maj. S. M. Finger, president of the board of directors, advertises for bids for the State Normal and Industrial School for white girls. The purposes of this school are: First, to give to youug women such instruction as will lit theui for teaching; second, to give them instruction in Menog raphy, type writing, telegraphy, aud such other industrial arts as will be conducive to their support and use fulness. It i to be eminently a prac tical school. It has an annual State appropriation of $ 10,000, and we are assured that it will get liberal help from the Peabody Fund probably xriiianently. Any community will be fortnnate to secure it. In the act provision is made for any city or town to appropriate money out of it public fuuds or to hold an election for the purHse of voting sufficient money to furnish the buildings. No place can secure it without furnish ing to the State the necessary build ings. Slfcklrnfcnrg TIarrlaarm. Mr. W. M. Neel aud Miss Mattie j Johnstou were married at Moores- ville this morning, by Rev. Mr. Wha rey. They passed through the city today for Columbia. Mr. J. W. Brown and Miss Allie Barnett, were married near Huuters ville today, by Rev. W. M. Huuter. Mr. J. 1). Whitley and Miss Fannie Heuley were married in Sharon township today. A very sad aifair occurred in the city late yesterday afternoon, in the death of Mrs. Mary Clark wife of Mr. J. C. Clark, the yard-master at the Richmond & Danville freight depot Mrs. Clark died at her home on South College street, at 5 o'clock, from an overdose of morpliirfe, taken by mis take. Mrs. Clark had been a eu Surer for sometime past from ner vous headaches aud chills, and had used morphine to alleviate her suffering. About 2 o'clock yester day afternoon, while prostrated by an attack of sickness she took what she supposed to be the usual dose, but which was, indeed, equivalent to 24 maximum doses, or or 0 grains. She soon sank into unconsciousness, and efforts to arouse her being fruit less, Mr. Clark was sent for. A mes senger was hastily dispatched for a physician and Dr. Register respond ed, but Mrs. Clark, despite all efforts to save tier life,died snortly after the physician arrived. Dr. Wilder, who was also summoned, reached there just after her duath. About three hours elapsed from the time she took the fatal dose, to the time she died. Mrs. Clark leaves a husband and four children, who are distracted with grief over the lamentable affair. The funeral services were oondocted from theTryon street Baptistchurch at 4 o'clock this afternoon, and were attended by a large concourse of sympathetic friends. Not a Kl lellot. Reports from Lexington are to the effect that there is some ground for for the small ox scaie there.and the doctors are not agreed that that town is entirely secure from that disease.
