The committee In Its report tin the bill says that the permanent improvements included In the bill consist almost entirely of an enlargement to the gun plant improving and modernizing the plambing and sewerage of the posts new sinks tnd bathrooms for cadets, furnishing new gymnasium, and other Improvements of a permanent character. In their anxiety to re duce tbe amount of the bill as for as possible tbe committee have also re duced all salaries which exceed f 1,'iimi per annum, except salaries w hich are fixed by law.
