Apropos of the arguments for and against the passage of the bill now pending in the Senate providing for an eight-hour work day upon all Government con tracts, the opponents of the measure want to make a record of a race to be made within a short time between the Government and the Newport News Shipbuilding Company in the con struction of battleships. The Newport News company is soon to begin work on the battleship Louis iana. At the same time the Brooklyn Navy Yard will commence upon her sister ship, the Connecticut. In the private shipbuilding yard there is a 10-hour workday, while in the Govern ment yard the men labor only eight hours. The Newport News company has agreed to complete its ship within 41 months. This work will be done under the 10-hour-day system. Those interested in the eight-hour bill, and especially its opponents, are interested to know if the same work can be ac- j complished in the Brooklyn Navy Yard under the eight-hour system. It has been stated that the Govern ment cannot construct its ships as rapidly as private contractors nor as cheaply, owing to the alleged restric tions which the labor men throw about Government work. On the other hand, it is declared that although the Government yards are handicapped by an eight-hour system, with 15 days' annual leave for their men, together with higher wages, nevertheless the employes of the Government yards can accomplish more in their eight hours than can an equal number of men in private shipyards working 10 hours a day, the argument being based upon the ground that eight hours is a proper workday and that men whose hours of labor are limited to that time by working more will ingly and more cheerfully can accoin plish more than equally good work men required to labor 10-hours a day. The keel of the Connecticut will be laid in the Brooklyn Navy Yard within two months, and of the 3,000 employes of the yard an average of 400 will be kept constantly employed on this ves sel until it is completed. The New port News Shipbuilding Company will start about the same time on the Louisiana, on which, it is estimated, from 1,000 to 2,500 men will be placed at work according to the stages of progress. s J5he Stable Happenings. Moody Alleges Fraud. ASHEVILLE. Congressman Moody (Republican), in his notice of contest, served by officers on Congressman elect Gudeer. claims that he and not Gudger was elected to Congress. The notice avers that the State Board of Panvnsscrs found that Gudeer had re ceived 12,700 votes and Moody 1,217. a majority of 183 over Gudger, and rpts out the suffrage amendment ana most of the election law. It then pro ceeds to specify the precincts in which it is claimed that illegal votes were cast for Mr. Gudger. It alleges that, unlawful votes were cast and counted for Gudger in many precincts. The illegal votes are alleged to nave been cast by voters who either had not paid their poll tax by the first day of May. 1902, or were non-residents of the precinct, county or State. It is alleged that the registration was per formed in flagrant violation of law, and that qualified voters who would have voted for Moody were denied the right to register and vote. Then fol lows the sensational statement that the registration and poll books from some precincts have been lost, stolen or destroyed and the request that the precinct votes be not counted. Moody's claims would give him 175 majority. Fire Did Much Damage. ROCKY MOUNT. Part of one block of the town, that in North Tarboro street, was discovered on fire about 3 a. m. today. The origin of the fire is not known but is supposed to have started from an exploding kerosene lamp. The fire ; company was on hand promptly and ; ! but for their intelligent and heroic efforts much greater damage would ! have been done. The fire had gained such headway before discovered that ' it was difficult indeed to check. The j brick stores of T. P. Braswell. D. D. ! Cuthrell, R. Jenkins, Wm. Robertson, worth approximately $12,000, were de stroyed. Following were the losers: Joyner & Rowland, general merchandise, $7, 000; W. E. Parrish, bar. $4,000; G. Richard. $9,000; A. B. Jenkins, $7,000; T. L. Conyers. general merchant, $7. 000; Dr. G. I.. Wimberly, office. $100. All parties are partly protected by insurance. Law a Dead Letter. SALISBURY That part of the bird lav, of Rowan county which pro hibits the sale of quail here is practi cally a dead letter. It has never been believed that this part of the bird law would stand if taken to the courts and those who are interested in their sale decided last year to take the mat ter to the Supreme -Court if necessary to protect their rights. In consequence of this agreement birds have been sold this year by many dealers in Salisbury who will continue to sell them until the game season has ex- 1 nil m i pired. Sun. Borden, col ored, died yesterday about noon of blood poison caused by a bullet from a toy pistol. On Christmas day several small colored boys were playing with a toy blank cartridge pistol. They had secured some 22 calibre cartridges, with which they loaded the pistol. Frank Cox, one of the boys accident ally shot Borden, the ball striking his left hand. The wound was dressed, but the ball could not be found. It was not then thought that the would was dangerous. Saturday night blood poison set in, and for about twelve hours the boy suffered intense agony until death relieved him Free Press. Fall Broke His Neck. SALISBURY. News was received in Salisbury this morning of a fatal accident that occurred yesterday af ternoon in Stanly county, near Gold Hill. John Summet, a 14 year old boy, had climbed a tree and was making his way out on a limb about 75 feet from the ground when the limb broke and he fell. The boy's neck was broken and he had ceased to breathe when a companion who was near by at the time of the accident reached him. Sun. WASHINGTON. A white man who was engineer on the government dredging tug, Geo. W. Thorn, fell over board yesterday. The waters of Pam lico river was extremely cold and the shock killed him. despite heroic ef forts to restiscitate him. The dead man leaves a family. A message from the bedside of Lieutenant Blount tonight reports his condition such that he is expected to die at any moment. Blount was a lieu tenant on the Dixie during the Span ish War and while an officer of the deck watch he contracted consump tion. Blount was in charge of several prize captures and has a record for bravery. For nearly two years he has fought the dreaded diseases and his death, hourly expected, will be a blow in this city. Morganton Rectory Burned. MORGANTON The burning of the rectory of Grace church entails a net loss of $1,900 upon the church. The house was wrorth $2,500, and the insurance was onlyr $600.
