7 DREAMS TO DEATH A Negro Falls from a Win dowTragedy Near Cow-pens--The South Carolina Regiment will Encamp in Columbia (Correspondence The News.) Columbia, S. C., July 21. A ghastly find was made yesterday by employes of the Southern Express Company in Spartanburg. While stirring about in the rear lot of their office the body of a negro man lying face downwards in a pool of blood was discovered. On ex amination it was found that the man's neck was broken. The body was iden tified as that of Otis McMillin, a night boll boy of the Spartan Inn, which adjoins the express office. As there is no reason to suspect foul play, it is supposed that McMillin, who was waiting on some guests during the night, fell asleep while sitting in a second story window, about 55 feet from the ground, and in the mystic mazes of dream life, floated into theun explorable beyond, which enshrouds the entire sphere. Meagre details of a terrible tragedy near Cowpens, Spartanburg county, have just been received. Mr. and Mrs. Lee Bogan and several of their chil dren started to church in a wagon to winch a mule was attached. The animal became frightened and ran away. By some means the husband and tr.e children escaped uninjured, but 11:?.. Bogan was thrown from the wagon and killed instantly. The arrival of the First South Caro lina regiment of infantry in Columbia yesterday, which will be encamped here fcr ten days, was a gentle re minder cf the stirring scenes of 189S. The camp occupies a little knoll, just a short distance in the rear of the Hyatt Park casino and is on the site of the officers' quarters during the en campment cf the First regiment of volunteers in 1S98. Six hundred men were in camp last night. Col. J. C. Boyd, of Greenville, is in command of the regiment. Market Reports New York, July 21. C. W. Lee & Co. says: We thought yesterday that the market was rather dull, but conditions for two hours today beat everything on record. Barring about three sales of January at 9:52 the morning business was distributed between 9:50 and 9:51. There was perhaps a dozen quotations in the two hours. As long as these continues no one knows what the outcome will finally be and the pool is still in control of the three immediate positions. On the present prices, spinners are shutting down. Reports show that notwithstand ing shutting down is a very costly ex pedient, losses entailed from this op eration are really less than those that would be made necessary in an attempt to continue running at high prices. There is reported considerable demand for new cotton in South at ten cents and above. We shi be very much sur prised if cotton does not reach this figure throughout September. The gov ernment report will be made up on conditions existing on Saturday of this week. THE BOND ISSUE Board of Commissioners Is sue Statement to the Public To the Citizens of Mecklenburg County. Having many questions asked as to the disposition of the $200,000 to be raised by the proposed bond issue to be voted on at the election on Au gust 11th, 1903, we desire to say in answer to all these .questions that the money derived from the sale of these bonds will be used in the exten sion to the county line of the roads that have heretofore been worked. These will take all the leading roads in the county. None of this fund will be used in belt lines. There is about 100 miles of roads yet to build to complete the road sys tem to the county lines. ; In answer . to those who think this issue of bonds will increase the tax rate we say the tax rate will not be increased. -The present levy of 25 cents on the 100 will pay the interest on the bonds and leave a surplus of $25,000 or $30,000 with which to keep the roads in repair. Some "of the roads now need re pairing and it is of vital importance that the extension of roads be com pleted as early as possible so more attention may be given to the repair work. The county now has all ma chinery to do this work, hence no ex penditure for new machinery will be necessary.
