Lee & Co. say: TLere were fine' rains in the south west this morning and some in the At lantic States. But the trade appeared to pay very little attention to the show ers and did pay a great deal of atten tion to the fact tnat July cotton ' in New Orleans sold at 14 cents while re ports had it that Mr. Brown was kid ding 15 cents for 5,000 July, without finding any sellers. Of course, the price of spot cotton is at the present time ab normal. But even allowing for this condition it is an open. Question whether spot cotton would not be sell ing on its merits for liy2 and 12 cents a pountl. We are convinced that it would. Under these circumstances January and December cotton are cer tainly selling at a very serious disc ount. That is to say, the fseller con cedes a drain of about 2 cents a pound h. the price of spot cotton to begin with. Until we know a great deal more about the crop than we know today this concession is a very heavy handi cap to bear operations. We do not be lieve that it is justified. We have still :11 the August troubles and trials and tribulations. Any one can sit down on the first day of the month and say just as surely as there is an August to be encountered just so surely will we have poor crop accounts from a greater or loss number of sections of the cotton belt. The thing to be decided is whether ; for the new crop discounts these reports. If the present price simply dis counts favorable conditions there must he an advance before September. THE BOND ISSUE Board of Commissioners Is sue Statement to the Public To the Citizens of Mecklenburg County. I Having many questions asked as to the disposition of the $200,000 to be raised by the proposed bond issue to be voted on at the election on. Au gust 11th, 1903, we desire to say in answer to all these questions that the money derived from the sale of these bonds will be used in the exten sion to the county line of the roads that have heretofore- been worked. These will take all the leading roads in the county. None of this fund will be used in belt lines. There is about 100 miles of roads yet to build to complete the road sys tem to the county lines. In answer to those who think this issue of bonds will increase the tax rate we say the tax rate will not be increased. The present levy of 25 cents on. the $100 will pay the interest on the bonds and leave a surplus of $25,000 or $30,000 with which to keep the roads in repair. ,; . Some of the roads now need re pairing and it is of vital importance that , the extension' of roads be com pleted as early as possible so more attention may.be given t6 the. repair work. .The county : how has all ma chinery; to do this work, hence no ex penditure for new machinery will be necessary. - With this bond issue the roads can in our opinion be finished in four or not more than five years.
