The first portrait ever painted of the Empress of China was presented to President Roosevelt by the Chi nese Minister. The artist is a young American girl, Miss Carl, whose bro ther has been for many years in China in an official position. She has painted three portraits of the Empress While painting, Miss Carl occupied a palace for eleven months. She speaks enthusiastically of the ladies of the Chinese court. Their dainty appearance, their gentlecourte- sy and unselfish consideration for oth ers. Late hours were not the custom at this court. The Chinese ladies busied themselves with floriculture and household tasks, and spent much time in the company of their child ren. The artist was delighted with their exquisite mbroidery. The following article as to the recent improvements and some of the needs of our neighboring countty of Union has been submitted to The News for publication and we are sure that it will be found,, of interest. It is a prize essay, read at the closing exercises of Marshville High bchool, -by Miss Eunice Marsh. The article 'follows: What is 5 n'ow ' known as Union County,' hajs :at different periods form ed a part of Bladen, New" Hanover, An son and Mecklenburg counties; It was not recognized as a county until 1842, but before that time Union had taken part in the- histories of the other counties of which it composed a part. Since the establishment of Un ion county, it has been steadily grow ing and advancing along all lines. This has been -especially noticeable for the. past ten or fifteen years. The . roads of our county are very good and. will compare favorably with those of all the State with the excep tion of Mecklenburg. For the past ten or twelve years a convict force has been constantly at work on the main highways leading from the county seat, and have them in good condition. Mac adamizing will be begun on these in the near future. " I Take in connection with the good roads our fine telephone system and Rural Routes. You will find that the farmers, who compose the greater part of the population, can keep in touch with the happenings of the world almost as easily as those who live in the towns and cities. It has been said that Union county owns and operates the best telephone system in , the South. The rates are cheaper ..and services better than can be found in any; other .county of the State. In the last few years many Rural Routes have been established. These serve prac tically all the inhabitants.andare a very great improvement over the old sys tem when those in the rural districts would sometimes have to wait a week for their mail. The chief occupation of the people is agriculture. There has not been as great improvement in this line as one would like to see. A few of the more prokressive farmers use inproved ma- j chinery and make a study of their oc cupation; but the majority still use the primitive tools of our forefathers, and seem very well satisfied to get only a . half-hearted result. What is need ed is a greater pride in tneir work and an effort, to obtain the very best pos sible result. There are numerous beautiful and comfortable rural homes, but still there are many others that are not so well kept up. Many of the farmers who are in good, comfortable circumstan ces seem to think very little of adorn ing their homes and thus adding to their beauty. 1 This should be attended to. Children, who are brought up among beautiful surroundings, are apt to appreciate the beauties of life and nature more than those who do not have this privilege. In regard to the liquor traffic, Union county can surely boast.' There is not a place in her whole borders where I whiskey can be legally - sold, - except from the medical dispensary m Mon roe. This is a great improvement over the old system, when there were from three to five saloons in Monroe and also at other points in the county. The rapid advancement of education is a cause of great pride and ha in deed beep marvelous. In time paast Union has been known as an illiterate county. That time is passed and it is now said that in proportion to the population, that more boys and girls go to college from Union than from any other county in the State. No doubt tbis .is due to a number of high schools. At Wingate, Marsh ville, Waxhaw, .Morgan, Weddington and Unionville, are splendid schools. system for both white and black in Monroe and threeof iorur more graded schools, the best known of these be ing Wesley Chapel, the first of the kind in the State. Monroe and I . . Besides these are numerous public or free schools. The public school fund has been increased from time to time, but the number of schools have also increased, trofore there has been little -improvemnt. In a good many of the schools better teachers are needed, but it is almost impossible to employ well educated teachers when such sman salaries are paid. The terms are only three or four months long. How can a person get an edu cation at that rate? The .schools should be consolidated. .Then ; the funds, that are used to keep up two or three schools, could be used; in es tablishing one strong central school and in employing first class teachers. This would also remedy the defect of small inconvenient school houses There are four newspapers printed in this county. These are far above the average county newspapers and have been no small factor in raising the intelligence of the people. That these are fully appreciated is shown by the large list of subscribers towns besidesfv ev V There are several thriving little towns besides the county seat. Marsh ville is a great cotton market and' almost reaches the average of Monroe along this line. Of course there are ' a number; of departments 'stores, gro ceries, restaurants etc., but the great est attraction : in Marshalville is the Academy. A most successful school year has just been closed. - Wingate, a beautiful little village, is noted in all the country round as the site of the Wingate High School, Monroe, the county seat, is thq lar gest town in the county. An electric plant and water works, both owned by the municipality have been put in and many , other imjprovements made7 in the last -few-- years. ; New. residences, churches, business houses eijhave beeri;built. Monroe indeed is putting on new life, and -has become a very desirable place " of residence. . The people of the county, are quiet law-abiding citizens, loyal to their It Is alright to talk about beauty habits, but most men are too busy hustling and have no time to cultivate beauty , habits. From the Baltimore Sun. , A bill is now pending in the Senate of the United States, which if enact ed will increase the salary of the Pres-, ident from $50,000 a year to 75,000; will increase the salary of the Vice President to $15,000; that of the Speak er cf the House to $12,000; of mem bers of Congress to ?7,500.' The salary, of the Chief Justice of the United States, is $13,500 a year, and that of the associate justices $13, 000. According to the importance and dignity of their office, the justices of Supreme Court of the United States are more poorly paid than any other officials in. the public employment. Up on the men who constitute this court rests a more weighty responsibility than upon any other public servants. While salaries are being increased it would be well for Congress to con sider whether the judges of the ' Su preme Court are properly paid. In England and in other countries of Eu rope judicial officers of inferior dig nity to our Supreme Court receive far greater salaries. The lord high chan cellor of England gets $50,000 a year, the chief justice gets $40,000, and oth er judges about $25,000. If the sala ries of the justices of the Supreme Court of the United States should be increased to $25,000 a year, would not such' an increase meet with public ap proval ? .
