The cotton market opened easy at a decline of 8 to 13 points in harmony with the disappointing Liverpool cables. The same crowd that sold the market down at last night's close continued their operations in Liverpool and renewed their aggressive tactics in the local market this morning. Apparently the staple has no friends and responds easily to the slightest pressure and the buying orders from the south which used to stem the downward tide are shut off by adverse legislation. The board of water commissioners at a meeting last night, after discuss ing the progress being made in putting down the larger mains, again took up the matter of draining the upper reser voir on East Seventh street, and the board stood by its decision made at the last meeting not to allow the pond to ho drained unless all the citizens in that section consented, and the board relieved of any responsibility of the consequences to the health of the com munity. At the meeting on March the 14th, there was a petition presented signed by a majority of the citizens in this section, though not all asking that the board order the draining of this pond, but there was a provision in the peti tion, which seemed to contemplate that the city would be liable for any resulting sickness. At this meeting, this petition was not adopted, but the following order was made: "It w? s ordered by the board of water commissioners that the superin tendent be instructed to proceed with out delay to drain the water off from the upper reserve-is at the old water works pumping station and East Sev enth street, provided, that all the resi dents in the neighborhood east of the said pumping station and between the Lawyers road on the north and the Providence road on the south, sign a petition- in writing to the board, re questing and consenting that the said pond may be drained at this time, provided, further, that this action is' taKen witn tne distinct understanding that if at any time in the future the board shall deem it advisable and nec essary to refill said reservoir with wa ter; it reserves the right to do so with out contest." It will be seen from this order that the board is not unwilling to drain the reservoir if the peojde want it, butf It -is thought unwise to do this at this time, as it might cause sickness, and unless there is unanimous consent to the above order it will not be done. As there are now many matters to be passed upon by the board as the work on the streets progresses, it was decided to hold a meeting weekly so that these matters could be attended to quickly. There was no snap in the market today yet the bears did not offer much pressure after the first hour. Cables were encouraging to the bears. Manches ter advices being very poor and spot business small continued favorable also stood them in hand. But fear of spot situation and of a turn of the weather caused some ; cmson caution after prices had worked off about 10 points above the opening and there was a little covering though the big short seemed confident ulti mately of lower prices. Trading was light, receipts at pri mary points were indicative of freer movement but advices say that only the lower grades are being supported. The better grades being held back. Thomas Augustus Hendrick, Catholic Bishop of Cebu, Philippine v Islands, has been in the city for several days and left today for New York en route to Rome to report to the Pope. Perhaps the most ambitious of the Coney Island Shows United, which come here next week under the aus pices of Battery A and the Fire men's Accident Fund, is the trained wilri animal show of George W. Rol lins. The lions under the direction of Miss Rose Reynolds are particular ly interesting;. She is a clever train fir and makes them eat, fire pistols, jump through hoops and do other tricks. There- is the big man-eating lion which Mr. Rollins says cost him ? 1,500 and most interesting of all a mother lion and fvvo little baby lions. The babies were born m MaCon, Ga.t and in honor of the place of their birth one was named "Macon" and the other "Georgia." Hyenas, wolves, bears and numerous other trick animals. Other features are the Ferris wheel, electric theatre, penny arcade, ven dome thatre, a new $5,000 merry-go-round, Georgia minstrels. The show is a clean one and may be at tended bv ladies and children, the manager "says. It will be ready for exhibition Monday evening. Hayward & Clark's Cotton Letter. New Orleans, La., March 27. Liver pool today was disappointing was dis appointing in several ways. Futures declined as much as eight points, spot prices were four lower and sales only 4,000. As tho bullish support and action on our side is yet only tentative and timid this could not fail to have a bad effect on thrading here. New York lost 14 points around the opening and first trades here were at a loss of 10 points. Yet there is no longer any big long interests to liqui date. Bear selling must now be the work of the down side and it remains to be seen how many are willing to en gage in it at the present range of val ues for old crop. Some reticence to sell on the dip could be noticed there this morning, and if spots furnish no ground for attack, a steady market seems probable. Futures gradually recovered some of the early loss. . An unsettled weather outlook con tributed to the recovery. Indications point to a break in the good weather over Sunday. So far colder and ram are predicted for tomorrow in the northern and northwestern portion of the belt. Genera 11 cloudy elsewhere. Weather conditions for the past 36 hours were good. While standing on the street this afternoon a young white man became suddenly demented by reason of his suffering from some nervous trouble, and ran headlong down East Trade street, his wife, who was with him at the time, pursuing him. He ran into the Allen Hardware Co's place, an dout the back door, into the store of John M. Scott & Co., where he was overtaken and cap tured. He was taken home by Officer E. L. Low Rates and Mileage Books Via Seaboard Commencing April 1st. On April 1st the Seaboard Air Line Railway will nut on sale intra-state rates in the state of North Carolina at rate of 2l2 cents per mile, and as soon as possible thereafter, will issue tariffs showing inter-state rates to all points south of the Ohio and Potomac rivers on basis of 2J2 cents per mile, it being understood, however, that the R. F. & P. will continue to use $3.50 rate between Richmond, Va., and Washington, D. C. Two thousand mile books Inter State and Interchangeable will be sold for $40.00, good for five or less peo ple, members cf a firm or corporation, only one person being allowed to use it at a time. One thousand mile books Inter-State and Interchangeable for $20.00, for person whose name is shown on cover. Five hundred mile books (family), good on the Seaboard in North Caro lina only, for $11.25, good for five or less people, members of family, who can all use it at the same time.
