Mansel, of ihe Christian Advocate, rnaking the invocation. Conference Committee Named. The senate received a message from the house transmitting a dozen or more bills and they wore appropriately referred. Representatives Reavis, Dixon and Taylor, of Vance, were nam ed on the part of the house and Sena tors Lemmon. Pinnix and Martin, of Buncombe, on the part of the senate as a conference committoe on the bill to prohibit throwing sawdust in the streams of Yadkin county. New Bills Introduced. The Poyden-Horne bill apjiointing a state btiilding commission and author izing a ^1,000,000 bond issue to build a state administration building in Raleigh, was reported favorably by tho joint committef on appropriations and made a special order for next Wednes day at 12 o’clock. Amend the charter of Lumber Bridge Robeson county. Create Ararat school district, Surry county. Validate the acts of commissioners of Yancey county. Authorize the commissioners of Mecklenburg and the board of educa tion of that county to pay for county map. Correct state grant in Yancey coun ty. Amend Sec. 259S of the Revisal re lating to logging roads. Regulate sales of lands under mort gages and deeds of trust. (Substitute by the committee.) Raise tho age limit for working on the roads from IS to 21 years in cer tain counties. (For concurrence in sen ate amendment.) Passed and Ordered Enrolled. Incorporate Culbertson, Cherokee county. Abolish the office of standard keep- ei of Vance county. Prohibit the commissioners of Tyr rell county from issuing bonds with out submitting the issue to the quali fied voters. Routine Items. The senate passed a joint resolution protesting against abolishing the Uni ted States mint at Charlotte and it was ordered enrolled. A copy of the resolution is to be placed in the hands! of North Carolina’s representatives | and senators ir congress. j I’nfavorable reports were made on the bills to protect anci safeguard hu man life against deadly w’eapons; re lating to owners of automobiles in New Hanover county paying a license tax: jirevent trespass on steam rail road tracks, and relative to the duties of sheriffs. Also on the resolution of appreciation of the late Judge David Schenck and Maj. Jos. ]\I. Morehead. The bill providing for entry of satis faction of judgment on cross indexes was withdrawn from the enrolling clerk’s office and sent to the commit tee on judiciary. The bill placing the recorder of Wil mington on the recall 'was re-reierred to the committee on judiciary. The senate at 1 o’clock adjourned until 12 o’clock Monday. THE HOUSE —SATURDAY — 39TH DAY. The house convened at 10 o’clock, Speaker Dowd in the cljair. Prayer by Rev. A. J. Moncrief, oi the Baptist Tabernacle. Petitions were prese»ted by Mr. Koonce from three hundred citizens of Onslow county against the proposed general fish commission law; an by Thompson, of Beaufort county, against the fish law. A number of bills wer« reported un favorably from committees including Allow counties to issue road bonds; require u|ilon labeds on public print ing: prohibit the purchase and sale of revolvers ^except to officers. A great number of bills received favorable re port and took their pilaces on the house calendar. At the request of Speaker Dowd the house suspended rules and put through immediate passage a joint re solution he introduced in regard to the assay office in Charlotte. He wanted immediate passage for the moral ef fect it would have in deterring the fed eral authorities at Washington from discontinuing the Charlotte office, which he declared to be a greate and necessary convenience. The resolu tion was sent at once to the senate for immediate concurrence. Bills Introduced. Kellum; Joint resolution relative to the sale of the Atlantic and Yadkin Railroad. Bethel: Amend the charter of North Spencer. Battle: Amend the act of 1907 rela tive to relief of Confederate soldiers. Marshall; Allow all Confederate sol diers $5 per month pensions. McPhauI: Relating to collection of taxes in Robeson. Carr, of Duplin: Establish uniform hours of labor. Connor: Provide criminal jurisdic tion for the mayor of Wilson. Reese: Amend the Cumbefland coun ty drainage law. There were a number of local bills of the most trivial sort introduced by various representatives. The Battle Municipal Bill Hung Up. The Battle bill to authorize cities and towns to change their charters at will Bubjec£ to certain conditions so commission or other form of govern ment can be adopted without special legislative enactment came up for final roll call paesase from the second read ing yesterday. Mr. Quickel expressed doubt of the authority of the legisla ture to delegate so much authority. The general expression of members was that the bill is within the author ity of the legislature, but Mr. Battle I consented for the bill to go over to j Monday for final passage although iu- sistance was expressed by a number I that there should be no further delay. ' The Douglitcn Bond Issue Bill. The Dougliton bill authorizing an issue of $550,000 to take care of state bonds falling due in 1913 and for the $350,000 deficit in the state treasury came up and was passed on second reading by roll call, the vote being 32 for and one against the bill. The op position w'as Grumpier, of Sampson. The bill took its i)Iace on the calendar for final reading Monday, only one roll call a day being allowed on such a bill, under the constitution. Mr. Dough- ton explained that the bill provides for the present deficit by empowering the state treasurer to issue short term bond notes for the $349,000 deficit. There w'as a considerable discussion as to the constitutionality of such a pro vision but the best authorities pro nounced it easily w'ithin the right of the legislature. Bills Passed Final Reading. Place Madison county officers on salaries. Provide prosecuting attorney for recorder’s court in Reidsville. .Joint resolution allowing Mrs. J. L. Stewart, w'idow of Representative Stewart, deceased, of Montgomery county, his pay and per diem of $240. Better enforce the Clay county game law. Amend Durham county salary law and’ create a county auditor. Amend charter of Presbyterian Or phans’ Home. Fix salaries and provide auditor for Person county. Incorporate Hendersonville Hospital Association. Provide proper registration of all employees of the departments and in stitutions of the state. (On being read there was objection to this and it went back on the calendar.) Provide for settling disputed county lines of WMlkes and Alleghany. . Repre-jentative Marshnll, of Suiry, introduced out of order, a bill to elect alt county boards of education by the people. House adjourned at 1:45 to 11 o'clock Monday.
