When the tllter has been thoroughly cleansed in this manner, water is again turned on from the set tling basin, but the overflow tn the creek still remains open for a tew minutes utuil rhe sand has had time to settle and get in shape for perf*^ct work. The general appearance of the plant from a sanitary standpoint is good. The clear water basin is thoroughly enclosed, but at the same time is gi\- t u sunlicht and ventilation. In noting the drainage of the city, I found the business section as well as tlie best residential jjections prei- t\ well drained, but am sorry to state that the drainage in the tenement sec tions. especialh’ where the colored peo ple live, is sadly neglected. One of the most neglf'cted sections I found was between Davidson and Alexander on Gth street Most of these people tiilvo in washing. By inquiring I found that the city required tliese peopl»=' TO r.iaintain an open ditch x'hich is supposed to drain to the nenr*-'si branch. In every instance where the ground was too flat to clean the ditcli itL-elt. it contained stagnant wat^M'. tomato cans and other garbage, out nbce the ditches had sutficient fall to enriMe the '^^•ater by its own foice to clean tl'a' ditchcs. they were in better condit ion. Tbeieforo. we cannor wonder why. under the above condition, we are jr.oU'^ied during the summer monihs with I'.iosquitoes, in view of the fact these places are nothing more than incubators for breeding them.
