C. 2 he Papal Amy Being Refomed Rome, March 11.—While reforms are taking place in all European armies, especial mention of what is taking place now in the small army of the Pope may be interest ing. The recent Pope, from the begin ning of hisi Pontificate, showed a marked disposition to cut down all expenses that he considered super fluous, aiming especially at those which had as their object the pomp and ceremony of state. He began by suppressing the horses which were kept in the Vatican stables for the Noble Guard in view of the improb ability that the Holy Father might one day desire to leave his voluntary prison for a drive tlirough the Eter nal City, in w^hich case he would have to be escorted by this body guard, which was originally, formed by the amalgamation of Paul V’s Lan cers with a still older cavalry regi ment. The Palatine Guard, a regiment of militia formed by volunteers of the Roman class, are now scarcely seen, as the occasions on which they should be present, such as great func tions In St. Peter’s, are so rare. The gendarme entrusted with the policing of the Vatican are, strange to .say, taken entirely from those who have served as carbineers in the army of Italy, the tw'o bodies being identical in organizaMon and also in uniform, the only substantial difference being that the papal .gendarmes have grey trousers and blue bauds and the Ital ian carbineers black trousers and red bands. Pius X. augmented and strengthened the papal firemen af ter the fire which, shortly after his ascension to the throne, threatened to destroy the Vatican library. Now it is the turn of reform in the Swiss guard, the, institution of which dates from the fifteenth cen- tury,“ under Sixtus IV, who chose a regiment of Helvetians for their un shaken loyalty. Last year the commander of the Swiss guard, Baron Meyer de Schau- ensee, died, and in his place Col. Re pond, of Friburg, was appointed, who, as soon as he arrived in Rome, hav ing taken orders from the pontiff, undertook a thorough inquiry In the organization of the body put under his command. The first result of this has been the resignation of lieutenant colonel. At the same time Col. Res pond is carrying on strict reforms in order to restore this nucleus of the ancient regiment to its military traditions, Insisting above all that the soldiers should really be recruited according to the rules of the Swiss army in Switzerland, while for years it has been a common saying that a good many of the Swiss of the pope came from the Albanian hills. The new’ commander has restored military exercise, including riflq prac tice, wiiich had practically fallen into disuse. In the matter of uniforms the Swiss Guard has had only one, the gala uniform, w-hich is so well kuown to all visitors to the Vati can, This it ow^ed to Michelangelo, ■'.vho has thus preserved to posterity the Sw!s-.s national costume of his day. Therefore tiie present Swiss Guard, since this gorgeous iiniform ■wotild be unsuitable for doing active exercises, has been in the habit of drilling in mufiti. The new com mander is now’ considerin.g the adop tion of an undress uniform w^hich, while harmonizing w’ith the pictures que and particolored garments to which guards are accustomed, shall be adapted to modern requirements.
