I The board, after considerable dis-1 cuFsion of the matter and an examin- j ation of the ordinances, decided to es-, tablish a pound at the cremator>" and detain the dogs there for two days,] according to the provi&ions of the or dinance. The pound will be an inclosure of V ire netting with a shed to protect the animals from the sun and with proper facilities for feeding and watering them. A $-.60 impoundment fee wiU be im posed for those dogs which are re deemed and this will materially reduce the expense. A horse at the fire department which is not being used at present, will be hitched to a wagon picked up from some other department of the city and will constitute the dog catch er's outfit, more properly speaking, it will coni*titute the canine ‘Black Maria." As to the actual process of catch ing, no provision was made by the board, and the police, with the as sistance of Mr. W. A. Neal, who has grneral charge of the dog riddance camiiai^n, will have to devise means (if corraling the stray canines. The action of the board in dealing with the dog problem was hastened by the infor mation given by Desk Sargeant J. M. ircullii'i! actinu as chief of police in the abpenrt' of Cliief (’hriwtenbury. He re ported that frequently the department received a call to send a man lar out into the sr.burbs to kill a dog. The officer has to use hi& own discretion as t'i ho-A- far he can go and is re quired to go in his effort to get rid of the doc. Shooting them is rather a dangerous method, to the people of the I’cighborhood and the officer is often nt a loss tn know how he should pro ceed. Curbing to be Lowered. The b"ard granted the request of Mrs. iD. \. Robbins to lower the curb ing six inches in front of TOO feet of propi rty on East Boulevard where &be is erecting a series of flats. Whitlock gave it as his • pinion that ihe streets belonged to the city even though they have never leen deeded. He stated that as soon as any city does work on a street that has been laid out that constitutes an acceptance of the s-ireets by the city and that the owners cannot claim them after such work has been done, although this does not compel the city to accept the streets if it does not see fit to do so. City Engineer Firth had understood the matter as the city anorney interpreted it and had on several occasions refused to work on certain surbarban streets knowing that to do so would constitute an acceptance by the city. Editoi Weathers Has Grievance Editor Lee B, Weathers, of the Cleveland Star, has this to say in ref erence to "us" which will be read with interest: We Must Grow. "Brother Atkins, we are inclined to agree with yoti in calling Charlotte down on her seeming lack of apprecia tion for the water her smaller sister towns furnished during the famine. Shelby did not furnish as much water as Gastonia but it is not the quantity of water furnished but the spirit in which it is offered that should deter mine the extent of thanks. •'Shelby gave only two cars but our Commercial Club held a meeting Fri day night. July 28 and discussed the matter, offered to give an unlimited supply of filtered water free of charge, agreed to open our homes and give iioard and room at actual cost and yet the Charlotte papers overlook ed it all. And did you notice that Mayor Bland gave out a statement to the Associated Press that "Charlotte has never been without adequate fire ::rotection but has had more than 2,- (trio.fioo a:allons on hand always.” Tl’at's rather funny isnt’ it? Man Thrown Overboard By Associated Press. Tacoma, Wash., Aug. in.—Captain E. :McMillin. of the British tug Ber muda. which arrived here today from Texada Island. B. C., reported that at 6 o'clock Tuesday evening in the vicinity of Active Pass in the straits of Juan de Fuca he saw a man thrown overboard from a tramp steamer flying a foreign flag which was passing out to sea to Victoria or Vancouver. “I was looking at the . vessel through the binoculars," said Capt. McMullin. “when I observed a com motion on the forward deck and from the struggling mass of bailors a man was seen hoisted over the bul warks with a rope around his neck. He was lowered to within a few feet of the water and then the rone broke or was rut." The Canadian authorities have been notified of the incident.
