MARKETS (By THOMAS C. SHOTWELL.) New York, Nov. 4.—Stocks were buoyant in Wall street today with Reading, Union Pacific and Canadian Pacific the leaders. Steel was strong around the high price of the previous session. Reading was the most active of all stocks and Its advance x>7ered three points. Blocks of a thousand shares and more changed hands in single trimsactions. Bank clearings for the week showed a material increase. Mail order busi ness was^ much larger. Railroad enrn- ings continue around high levels. The public also bought considerable stock in small Idts and the upward move ment is begifiiiing to acquire a follow ing. The New York bank statement showed a material increase^ in loans. Ameriotfn Tobacco advanced to 430 on the curb as the result of a report that the United States circuit poiirt would make official announcement Monday of the plan of re-organization and this plan would be very favoral^le to the common stockholders. Wall street celebrated, apparent ad justment of American Tobacco Com pany affairs this week with a material advance in» prices of all stocks. A quar terly statement of $29,652,725 of net earnings by the steel trust also help ed the advance because it was much better thajf expected. Speeches of President Taft denounc ing the corporations for law breaking and threatjpning to disaolve them be- cattM it had lio influence on the mar ket although the government mnst sOon begiirjsome important litigation in pursuant of President Taft’s plan. Wall street considers the tobacco dispute settled .because the objections made to the company's plan by Attor ney General Wickersham were not dis- pleasllig to the Insiders. The reason this settlement is celebrated so vigor ously is that the re-organization leav es the insiders In as full control of the tobacco industry as they w^re be fore the government brought its suit. It is argued from this that the govern ment will be powerless to enforce com petition in any Industry and" therefore the dissoltltion suits will amount to nothing. In connection with the ste^l trust there is a distinct belief in financial circles that the government will lose its suit entirely because it has made charges that cannot he proved. The steel petition is considered a political stump speech. One of the peculiar movements of the week was a raid on American Smelting stock. This raid had all the appearance of a deliberate shake cut by insidera for immediately after the collapse the stock turned strong ind was a market leader at the end of the week. The motto of this pxposi- tion is “back to the farm,” but Dr. Wiley' suggests that a better motto w^ld be “Justice to the farmer.” Dr. Wney holds that it is not so necesaary to persuade farmers to produce mpve as it is to get them' a fair price for wji^, th$y.,produce. Hot Springs, Va., Nov. 4.—Presi dent Taft today declined an offer to go into the banking business. The of fer came from a man in Connecticut, whose name was not revealed. He wished the president t6 start his banking career in a modest way, putting the presidential signature on the back of a $2,000 t^hree year prom issory note. He asked the president’s endorsement for three reasons: 1—Read the letter: I wish to se cure your signature to keep as long as I live and then destroy it; sec ond, I need the money; third, I think it is more manly to get help this way.” The letter gave to the president the names of the general secretary and janitor of the Y. The receipts fit the local platform yesterday were 240 bales at 8 3-4 cents as against 538 last year on the same date at 14 oenta.
