I s :,; t. HORFOLKSOUTHERH ENGINEERS HIE flUCHEOCOfJCOilD Special to The News. Concord. Feb. 10 Messrs. F. L Nicholson, chief engineer J. M. Clark and D. W. Lum of the surveying corps of the Norfolk- Southern railroad, were here yesterday. They came here from Albemarles by Mount Pleasant, where the sun-eying corps are survey ing a rente. These gentlemen spent the day in "and around Concord making estimates and surveys leading into town. The citizens of Concord agreed to give the road a right of way and proper de pot facilities if the line would come by here. They have not yet decided on where the road will enter the town and it will probably be several weeks before this is done. There are three corps of surveyors In the field. One between Troy and the Yadkin river, one between the river and Albemarle and one between Albemarle and Mount Pleasant. The corps hetween Troy ana the river are camping in the Uwharrie moun tains. This will likely remtain there for about three months as this is the critical section of the rente. The entire -listance from Troy to the riv er leads through the center of the Uwharrie mountains and it would be necessary, if this route is adopted, to run the line through the heart of them. As the situation now is this route is the one most likely to be adopted. It has been the opinion of many men who are familiar with the section of country beyond the river that the route leading from Mount Gilead .to Albemarle by reason of the fact that the natural conditions are much mere favorable toward building the line at less cost. In the section along this line there are no hills of much consequence and it is claimed that the line could run what is known as the river ridge and this would not necessitate near so much grading as the line from Troy through the hills. It is not likely, however, that this route will be adopted, as it would make the road seven or eight miles longer and one of the engineers stated this morning that It was the shortest possible distance without regard to expense that the oficials of the road wee working for. Eesides H standard track and field events there will be the usual score of relay races between leading college es and athletic clubs. House Votes Cavalry Reduction By Associated Press. Washington, D. C, Feb. 10. A re duction of the cavalry force of the army from 15 to 10 regiments, with a consequent reduction of the enlisted force of the army by 3,930 men, was voted into the army appropriation bill in the house, late yesterday after a bitter fight. The cavalry reduction amendment was presented by Chairman Hay, of the militarv affairs committee, who was- in charge of the $88,000,000 ap propriation bill but it did not bear the endorsement of the committee. It was vigorously opposed by the republi cans of the house and it will probably be the cause of another fight when the bill is nut upon its final passage. Mr. Hay declared the United States array was toplheavy with cavalry. Where the British army had a cavalry force equal to one-sixth of the infantry, he said, the American cavalry was equal to one-half the infantry strength. The Hay amendment as- adopted to day would establish a maximum of 10 regiments of cavalry. The enlisted men in the five regiments thus to be dropped would be mustered out, but the officers would be retained and ab sorbed into other regiments of caval ry, or into other branches of the army, without reduction of grade. It was esti mated by Chairman Hay that the Im mediate saving from the reduction in cavalry force would be $4,256,253. The present strength of the army is 30 regiments of infantry and 15 regiments- of cavalry. Atlanta, Ga., Feb. 10.--A recent num ber of a German magazine, entitled Ebbinghous' Grundzuege, contains an extended review of some o fthe qsy cholcglcal experiments of x President H. J. Pearce, which were conducted in the psychological laboratory of that distinguished Southern sicentist at Brenau. Dr. Pearce was the first Investigator to demonstrate illusions of touch which are exactly analagous to certain 'optical illusions of touch which are ex actly analagous to certain optical Illu sions, and in the article in question, Ebbinghous points out the very great importance of these Investigations In their bearing upon the whole theory of illusion in general. j Dr. Pearce is now engaged In the preparation of a new series of experi ments which have an important bear ing upon the general theory of space perception. These experiments will be conducted further in the college, .with the assistance of the students and the jresults will be reported to the Amerl- can Psychological Journal. ONE WOMAN ARRESTS ANOTHER.
