The gang's name does not asperse the personal habits of the leader; it al lusively refers to the lucrative east side industry of horse-poisoning. With the criminal organizations or New York the typical sources of live lihood are the blackmail of mer chants and others, engaging in labor wans, and hiring out to district leaders for political dirty work. Occa- r sionally they may "croak a guy" or "beat him up" for pay; but murder; or mayhem occurs more normally int fighting with rival gangs for the blackmail privileges of coveted terri tory. All New York is glad to hear that thp Tinlino aro tn ha nrcofl tn inprens- ed activity against men wno are al ways criminals, who glory in crime, who seek no other means of liveli hood. Severity with such men need not run into indiscriminate clubbing. Simply, they should be traced and executed when they murder and sent to prison when they rob. The World yesterday contained a moving letter from an ex-convict who wishes a chance for honest work, it is a neglectful socity, a society strangely wasteful of its human re sources, which drives such men back into crime by pressure of starvation while enduring the tyranny of the professional thug. Let us hope that in this respect; at least New York has turned over a new leaf.
