l•Ultg!AL cover photo by john baynard volume ix, number 16, January 22, 1974 Legislature Refuses to Rule on BSU - SUB Battle After welcoming the student legislators back from Christmas vacation, Richard Butterfield began his presidential report by citing several goals to be achieved, hopefully, by the members of the legislature before their terms end the spring. A system of information concerning admissions available to new students to the campus, a constitutional review and rewrite, an effective system of financial management within the SBG, a l^aplacement for the Fees Commission, a method of streamlining the electoral process atUNCC, proposed guidelines for the Student Superior Court and Cl General and the election Board, and the role of the SBG in relation to the senate, ma Student Media Board, and tudent Union Board are among hose which constitute the Ptojected accomplishments of the student fegislature. Butterfield mentioned his presence at a Board of Trustees meeting where the recent price hikes in such categories as traffic & parking fees and health fees were decided upon. Butterfield said that the explanation -gtA/^n for these additional expenses was the need for monies to finance student parking lots. Jack Dunne submitted his vice-presidential report which included mention of the vacancy in the position of Election Board Chairperson being filled by Robin Greenwald and the reception of a letter from one of The Journal's editors, Mike Aldridge, concerning the poor quality of maintenance existing at the University. Following, a petition was presented to the legislature by Terry Fulbright requesting inclusion of twelve constitutional amendments on the ballot of the spring elections to be voted upon by the students. The petition wa signed by over four hundred persons, thus making it constitutionally valid. The constitutional amendments will now go to the Elections Board for final decision. A second petition was submitted by the Executive Committee of the BSU which consisted of three articles, the first being that one black band be contracted to perform during the week of UNCC Homecoming festivities or money be allotted to the BSU for the purpose of securing a band. The second article Is a result of a precedent set in 1969, where the first runner-up for the title of Homecoming Queen during the weekly festivities, and calls for the runner-up In this year's Homecoming Court to be permitted this privilege also. The third article requests revocation of the charter of the 49er Festival Committee if the legislators fail to vote upon these issues. Ranay Canedy of the SUB was present for explanations of committee and SUB activities dealing with the contracting of a band. Tensions bubbled directly below the surface and may have come to a point of no return if vice-president Dunne had not reminded those persons present at the meeting that similar ground had been covered many times previous, and the legislature was not going to make a ruling, thus leaving the last alternative of revocation of the committee charter to the discretion of the BSU Executive Committee. No standing committee reports were given, except a word from the chairman of the Orientation Commission, David Brown, mentioning the continuing recrutment of members of the 74-75 Orientation Commission. During new business two motions were tabled to the Ways and Means Committee concerning a legislature commendation of the 49er Festival Committee and a thorough investigation of UNCC by rita mccloskey- parking lot facilities. Tabled to the Rules Committee for formulation into a constitutional amendment was a motion by Bob Hardee initiating the establishment of a committee to Investigate the "energy crisis". The last motion presented was a motion by Dennis Hall was tabled to the Judicial Committee subsequent to the defeat of a motion for imme'diate consideration on the matter. The motion requested a revision of two words in the major spring election section of the Election Code, substituting the preposition "by" for the word "during", in each case. If the motion is passed when it proceeds out of committee the two sentences will read, * "Election to be held by the second week of March," and ** "Election to be held by the second week of April". A motion for adjournment was made and seconded and the legislators did so at 12:45.
