THE CHiKGf., rWe have always felt proud of Mjovernor Carr, at least since his message to the last general -assembly. His respectful but earnest appeals to that body not to change the existing mode of xsounty government for one promis ing les3 safety in parts of the State .Tvere timely and good. IHa refers to the efforts made be " fore and their failure to meet the approbation of the voters in the tate and plead the demonstrated merits of the then existing system, : In the campaigns referred to our -brighest star, 'Vance threr the ""light of his grand intellect oa and sived the State' from the blander. Wei doubt very much whether this matter is re ceiving due consideration. We hope our people will beir these things in mind and will de feat the movement that promises no good but much harm. j en the shield, thirteen horizontal stripep, tnirteen arrowheads, and thitteeu letters in the wos "quar ter dollar' " ; ' A German inventor has built a honee ot hollow tubes whose advan tages are, he says, a constant tem perature and incidentally strength, i comfort end beauty. He first put up a frame of water tubing, allow ing continuous circulation to a stream of water. Around this frame he put up his bouse in the ordinary way. The peculiarity is that all floois and ceilings are crossed and recroseed by tne water pipes. The water, having passed through horizontal tubs under the floors and ceilings, passes through tho vertical tubes until all have been gone through. In the summer, fresh, cool water t circulates under pressure through the net woik of tubes, cools the walls, and, after having run its course,1 flows off con siderably warmer than when it en tered. In its course it has absorbed much heat which it carries away. During the long and severe 4 winter the water entering ! through the basement is first heated to nearly 100 degrees and then forced through the ceiling. Of course much of the heat is left all over the house, and at the outlet the temperature of the water is about 40 degrees. The speed of the circulation of water can be regulated so as to, allow fixing a certain temperature, equal through outhe building.
