Solicitor W Z Hammer arrived liere this morning from .Ashe boro, having been prevented from coming before by illness in lais family, to institute the inves tigation required by law into the lynching of tbe two negro buys, Harrison and James Gillespie, last Wednesday morning. Mr. Hammer began au active inquiry and secured the names of sev members of the mob. His formal invesgation will be begun in the morning. Mr. Hammer staled to The Observer correspondent that he intended to investigate thoroughly and bring all the guilty parties to justice, as the law lias made it his dutv to do He expects to be there for two or three days, but will by no means close the inquiry at the -end ot that time, as there is no limitation of time within which indictments may be found unti all the offenders have- been brought to trial. THE ELECTION OF JUDGES. There is some confusion in the minds of our people as to the judges to be elected next fall. We.must elect a chief justice and two associates for the Supreme Court. Judges must be elected for the districts that elected judges in 1894 under the fusion regime. They are E W Timberlake, of the 4th district; W S O'B R6bin- son, of the 6th; Albert L Coble, of the 10th; and Henry R Star- buck of the 11th. Beside these the following judges of the newly created districts must be elected or their places filled by others as they were appointed !6r the time now expiring, viz: Francis D Winston, of the 2nd district; Walter H Neal, of the 8tfi; M H Justice, of the 14th and) Geo.
