If this prediction is realized, pas sengers can enter a Pullman car in New York and not leave it until they are in Havana. In the same way the expense of handling freight several times will be eliminated, as cars bill ed for Havana can be carried to their destination on the barges and unload ed there. From January 20 to February 3, Key. West will cerebrate the opening of the railroad to that place, and re duced rates to that city will be put on from all points in the United States. With only five votes cast in- the negative, the lower , House of the legislature this morning passed an anti-tipping bill, making it a misdemeanor to give a tip to "a hotel, railroad or other em ployee in quasi public service. Morse is a Free Man. Washington, Jan. 18. President Taft today commuted to expire im mediately the 15-year sentence for violation of the national bankinsr laws under which Charles W. Morse, the New York banker and "ice king," served two years in the federal pen itentiary at Atlanta, Ga, The com mutation of sentence, which gives Morse his complete freedom but which, unlike a pardon, does not re store his civil rights was granted upon recommendation of Attorney General General Wickersham and Surgeon General Torney, U. S. A. According to' the Surgeon-General's report to the President on his condi tion, Morse could not live one month longer in confinement and even at liberty probably would not live six months.
