PAGE SIXTEEN CABARRUS COUNTY HAS A . MOST EFFICIENT GOVERNMENT The present system of county govern ment in North Carolina was adopted with the Constitution of 1808. But few changes have been made during the past ti.l years. The writer lias lived iu Min nesota. Tennessee. Mississippi. Ken tut ky. Virginia and New York and is j familiar with the county government ; systems of these States, and he does] not hesitate to assert that the system of i county government in ('abarrus ('ounty. j North Carolina, is almost ideal, as com-, pared with that of some other States. ■ Under this plan the- people control their j .own affairs by electing at stated inter- j vals their own officers and representa lives. Quite recently a ( ounty High- j way Commission appointed by the Legis lature lias assumed' control of the public j roads and county chain gang, which for-j merly were in charge of the County Com-I missioneis. (’ounty Board of education arc not elect- J cd ill Cabarrus county as they are in | most of the counties of North Carolina.! but are appointed by the Legislature.,J The wisdom of this action lias been seri- j „asly challenged by many citizens of both local political parties. Cabarrus county elects the following j officers every two years, viz.: 1. A State senator in connection, with ! Mecklenburg county: and a member of | the House of Representatives, the lower house of the Legislature. •_» Five county commissioners, chosen j from different sections of the. county, ! with the Concord member acting as rlie j chairman of the Isard. A Sheri:. whose duty it is to pre serve law and order and execute all civil and erimitfal process, and also to col lect all taxes. He receives as sheriff a salary of 53..100. and receives fees for service of papers. In this connection it may be noted that Kannapolis, an un incorporated city of 0.000 people is gov erned by deputies appointed by the sher iff. a rather responsible post in times of disorder. 4. A Register of Deeds, whose duty it is to record all deeds, mortgages and bills of sale, and to preserve in the fire proof vaults all the valuable records of title to the real estate situate in the county. He receives for his compensa tion fees paid by persons presenting pa pers for record. These fees are sl.lO for recording real estate mortgages. SR2I for recording deeds, and 31 cents for record ing chattel mortgages. 1. A Treasurer whose duty it is to re ceive all the funds collected by the sher off for county purposes and pay out said moneys only upon legal orders or vouch ers of tlie Board of County < ’ominission ers. or the Highway Commission, or the County Board of Education. CALDWELL t; A county surveyor, whose duty u !is to make ail "surveys that may be made *by order of court, and he is sworn to ' make all suiveys fairly and correctly and ! impartially as between the parties inter jested. 7. A coroner, whose duty it is to hold j inquests and inquire into the cause of all deaths, where foul play is suspected. He is also to act as sheriff in case of rh'e death or removal of the~~sheriff until the next election. His fees are nominal. S. ‘ A cotton weigher, whose duty it • s to weigh all cotton sold in Concord market. Said cotton is weighed upon platform provided by the county, and a fee of 10 cents per bale is charged by the weigher. He gives a bond for faith ful performance of bis duty. This office was not one of those originally provid ed for, but the people through their rep i c-entativcs- in the legislature compelled that all cotton should be weighed by sworn officers of the people, and there is no probability that a self-goveruiPg peo ple will ever consent to the abandonment of public weighing. The Clerk of the Superior Court is elected for a period of four years. His duties are highly important and this re sponsibility very great. He lias charge of all wills and the settlement of all es tate- of deceased persons. He appoints all administrators ami fixes their bonds and requires them to make settlements as provided by law. He also has the appointment, supervision and control of ;,H giwlr.iians, and is charged with the duty of seeing that at all times their bonds arc good and nut impaired. In addition to these official du ties, ‘the Clerk of Superior Court keeps the records and minutes of the Superior Courts held in the county by the Judges (4 the Superior Court of North Carolina, each .of whom presides six months of each year over Cabarrus Superior Court. The Clerk of the Superior Court is paid by fees fixed by law. In recent years the legislature has made the Clerk of the Superior Court of each county in North Carolina a Judge to try juvenile offenders, that is to say all persons under 1(» years of age who commit any crime less than a felony. The comity welfare officer is charged with the duty of bringing these youthful offend ers before the Clerk, who hears the evi dence and decides what disposition shall be made of them. Usually they are re paired to report weekly or monthly and show good behavior. If tills method fails they are sent to the Jackson Training School. Justices of the Peace. In Cabarrus county at each biennial election there are elected Justices of the Peace in each township in the county. These officers have judicial j powers throughout the entire county. Appointive Officers. In addition to the foregoing elected officers, there are the following,officers of Cabarrus county whlio are appointed, vi: s 1. Jailor apimiiited by sheriff. 2. County physician,' elected by the Botird of County Commissioners and County Medical Society. His duty is to prevent spread of contagious diseases, to vaccinate the public for smallpox and typhoid, tcy enforce the sanitary regula tions of the State Department of Public Health, and to attend the inmates of the County Heine and the prisoners jn the nvid camps of the county. State Superintendent of ,J’ublic Health, places Cabairus county in the forefr >nt of the progressive up-to date public’ health records in this State • for 1923. His salary i • paid by the county. 3. A public health nurse i < also main tained by the contributions from county, .• : ty and Red Cress. This lias proven a blessing to thousands and'is a charity which cannot be too highly commended. 4.
