Many Na tionals were it hand, on that day, with financial and other bills, but the Repub licans, it is said, by resorting to rather questionable tactics, prevented the re ception of bills. Mr Stevens, however, suggested that whatever bills might be ready for presentation could be filed n g petitions and would go directly to the appropriate Committee aud the Commit tees could report them. T I i LUNATICS OUTBIDS TUB INSANK ASVLUM —The General Assembly at its last ses sion passed an act to repeal the law pro viding for tbe maintenance of luuutics outside the Insane Asylum Claims fur tbe maintenance of such lunatics cannot now be allowed and audited by the Au ditor. Even when tbe expense of the maintenance occurred before the parsage of ibe lost act, tbe claim for suob expense oannot be allowed The Auditor rules, and the Attorney General sustains the ruling, that under the law requiring every warrant to refer to the law under whieh it is drawn, be cannot draw a warrant to defray the expense of main ou'side lur.ftics, such law to refer. Some change was made by a law rati fied March 5, 1879, in the m.tter o' Sheriff' bonds. The bond for collection, &c., of county, poor, school and special taxes is to be double the amount of said taxes for the p-evious year; but neither to be more than $50,000 The tbird bood, for faithful performance of duty, &o, is to be not less than $5,000 nor more than $15,000, as the County Com missioners msy decide. Whenever tbe Commissioners may regard a Sheriff's I bood as insufficient, they may notify him in writing to appear within ten days and give other and better security, or justify tbe sureties on his bond , and iu case such Sheriff shall fail to appear on no tice, or fail to give sufficient bonds, or tn justify his bonds, it shall be the duty of sa d County Commissioners to elect forth with some suitsble person in the county as Sheriff for tho unexpired term, who shall give proper and lawful bonds and be subject to Pike obligation and penalties' WASHINGTON, April 16.—Senator Gar land to day introduced a bill authorizing the enlistment of 750 apprentices and boys in the navy each year, and for this purpose enlarging the present maximum of the total force of the navy to 8.250 persons. The bill also proposes to amend the existing law providing that boys may be enlisted between the ages of 14 and 18 years to serve until they become 21' snd that in ease of re-enlistment within three months after attaining this age they shall be giveu preference in subse quent appointments of Warrant officers CITY or Mexico, April 7. —Congress opened on tbe Ist inf-t., when President Diaz delivered his messsge. How He LOST HIS FOOT. —David Hughes, a young colored man attempted to board the incoming freight oo the Raleigh & Gaston Railroad yesterday morning. His foot slipped on a piece of plank and be fell. His foot was caught by the wheels and fearfully bruised and crushed. It was amputated yesterday eyening and he is now doing as well as could De expected— Ralny/i Observer DISTRKSSINO DKATII FROM BURNING On Saturday week, Miss Rosa Lee Henry, laughter of Mrs. Laura A Henry, and of the late Capt James Henry, met a distressing death froui burning, at her home near Henry's mill in Halifax county. She was about fourteen years of age. She had bceu unwell and in the evening was sitting alone in P""" near the fire, and faliing asleep her aress caught fire, when she was awakened and ran out, but it was some minutes before the flames were extinguished, and the young lady was so severely injured that she died next day. NEW ORLEANS, April 16— At 0:15 this evening a hail storm began, lasting fifteen minutes, and covering the ground with very large hailstoues. One, picked up in front of the Associated Press office, measured 3} inches in circumference. ALBANT, April 16 —Tom Ballard, the countei teiter, who in July last, attempted suicide, but recovered, made another at tempt this afternoon He used a shoe knife, with which he was working, drawing it across his throat, severed (he windpipe, muscles, and blood vessels At last accounts he had not spoken since the attempt.
