If subscribers order the discontinuance •f their periodicals, the publisher may con tinue to send theiu until all arrearages are paid. S If subscribers neglect or refuse to take their periodicals from tbs office to which they •re directed, ttiev are responsible until they have settled their bills and ordered thein dis continued. 4.
