THE APPROPRIATIONS MADE BY THE LEGISLATURE State Institutions Were All Provid ed For By the Law-Makers At Raleifh. The Legislature has made increased appropriations to most of the State institutions. The report of the committee is as follows: Section 1. That the sum of thirty thousand dollars is hereby annually appropriated for sup port and maintenance of the Soldiers' Home located at Raleigh. Outof such sum the present deficit is authorized paid. Sec. 2. That the sum of fifty five thousand dollars is hereby appropriated annually for the support and maintenance of the North Carolina School for the Deaf and Dumb, located at Morganton, which ap propriation includes the cost of specialist for eye, ear, nose, etc.; and a further sum of ten thousand dollars is hereby appropriated annually for the year 1911 and 1912, for installing a water system; and the further sura of. two thousand dollars is hereby appropriated for the year of 1911 and 1912 for equipm ent and finishing floors. Sec. 3. The sum of six thousand dollars is hereby appropriated annually for the support and maintenance of the Orphan Asy lum for the colored race, located at Oxford. Sec. 4. That the sum of ten thousand dollars is hereby appropriated annually for the support and maintenance j)f the Appalachian Training school for Teachers at Boone, and the further sum of five thousand dollars is hereby appropriated annually for 1911 and 1912, for equipment and improvement and enlargement of plant. Sec. 5. That the sum of ten thousand dollars is hereby annually appropriated for the support and maintenance for the Cullowhee Normal and In dustrial School, at Cullowhee and the further sum of seven thousand and five hundred dollars is hereby appropriated annually for year 1911 and 1912 for equipment and improvements Sec. 6. That the sum of seventy two thousand five hundred dollars is hereby appropriated annually for the support and maintenance of the Deaf and Dumb and the Blind, located at Raleigh, and the further sum of one hundred dollars is hereby ap propriated annually for library incidental. Sec. 7. That the sum eighty five thousand dollars is hereby appropriated annually for the support and maintenance of the State Hospital for the colored race, located at Goldsboro; and and the further sum of fifteen hundred dollars is hereby ap propriated annually for years 1911 and 1912, fire escapes and other necessary improvements. Sec. 8. That the sum one hundred and seventy-five thous and dollars is hereby annually appropriated for the support and maintenance of the state Hos pital, located at Raleigh, in cluding the epileptic department. Sec. 9. That the sum of one hundred and ninety-five thousand dollars is hereby annually ap propriated for the support and maintenance of the state Hos pital located at Morganton, out of which sum fire escapes shall be provided. Sec. 10. That the sum of fifteen thousand dollars is hereby annually approporiated for the support and maintenance of the Stonewall Jackson and the Training School, located at Con cord; and the further sum of ten thousand dollars is hereby annually appropriated for the years 1911 and 1912, for building and other necessary improve ments. Sec.il. That the sum of forty Ave thousand dollars is hereby annually appropriated for the support and maintenance for the East Carolina Training School, located at Greenville, out of which sum the present deficit shall be paid. Sec. 12. That the sum of two thousand is hereby annually appropriated for the support and maintenance of the Croatan Normal School, located in Rober son county, and the further sum of twelve hundred and fifty dollars is hereby appropriated annually for the years 1911 and 1912, for building and other necessary improvements. Sec. 13. The sum of eighty seven thousand dollars is here by annually appropriated for the support and maintenance of the University of North Carolina, located at Chapel Hill, and the further sum of fifty thousand dollars is hereby ap propriated annually for four years for permanent improve ments. Sec. 14. The sum of eighty seven thousand dollars is hereby annually appropriated for the support and maintenance of the State Normal and Industrial College, located at Greensboro, and the further sum of twenty-five thousand dollars is hereby appro priated annually for four years, for permanent improvements, and the dormitory to be built out of this fund shall be dedica ted to the memory of the noble women of the Confederacy. Sec. 15. That the sum of eighty thousand dollars is hereby appropriated annually for the support and maintenace of the North Carolina College of Agriculture and Machanic Arts, located at Raleigh; and the further sum of fifteen thousand dollars is hereby appropriated annually for the years of 1911 and 1912, for permanent im provements. Sec. 16. That the sum of twelve thousand dollars is hereby appropriated annually for the support and maintenance of the l North Carolina Sanitorium for the treatment of Tuberculosis, located at Montrose; and the further sum of ten thousand dollars is hereby annually ap propriated for building and other necessary permanent improvements. Sec. 17. That the sum of twelve thousand, five hundred j dollars is hereby appropriated annually for the support and maintenance of the North Caro lina Agricultural and Mechanical College for the Colored Race, ! located at Greensboro; and the j further sum of seven thousand i five hundred dollars is hereby annually appropriated for buildings and other necessary permanent improvements. Sec. 18. That the sum of two hundred dollars is hereby annually appropriated for the purpose of marking the graves of the Confederate dead in the Confederate cemetery in Raleigh, North Carolina. Sec. 19. That the sum of one hundred thousand dollars ap proriated by Chapter 543, section 3, public laws of 1901, to aid the weaker public school districts in extending their term to four months, shall still be used to equalize as near as may be the school term between the counties of the State and to extend the school term in all counties to a term of five (5) months, as near as may be, and said section is modified as herein set! forth. Sec. 20. That the sum of five hundred dollars annually is here by appropriated for Guilford Battle Ground Company, and two hundred dollars additionally I annually for two years for the erection of monuments, and all other appropriations made for j this company are hereby re pealed. Sec. 21. That the sum of, one hundred dollars per annum be and the same is hereby ap propriated for the purpose of caring for and maintaining the "North Carolina room" in the Confederate Museum at Rich-; mond, Virginia; this amount to be paid by the treasurer of the state or United Daughters of the Confederacy and to the person designated in such order, and for the purpose above named; and all other appropriations made for this Museum are hereby repealed. THE DANBURY REPORTER FARMERS' UNION. | Reports Indicate a Marvelous Growth Throughout The State. Char'otte Chronicle. The growth of the Farmers' Union for the past two months, in North Carolina, has been marvelous and it seeems to in dicate that Southern farmers have at last realized what sort of commercial condition they are up against and are determin ed to meet organization with organization. The busiest place in Charlotte now is the Union official headquarters of the Farmers' Union of North Carolina. Secretary E. C. Faries is working an extra force to keep up with the growing volume of business and it will be several weeks before he can get well up with the work. More than thirty charters have been issued for new organization during the past week and reports from organizers in the field are coming lin every delivery of mail at the office. In many of the older organized counties new local unions are being organized and delinquents are being renewed to membership. And the most gratifying part of it is that hundreds of farmers who have been standing out of the Farmers' Union, viewing it with a critical eye, are connecting themselves with the organization. The outlook for the Farmers' Union was never more en couraging, and its members have reason to rejoice in its healthy growth, development and pro gress. The commercial world realizes that it is a factor to be reckoned with and it is making history that no silmilar organization has ever made. From Agnes Dodson. The interstate meeting of the Farmers' Educational and Cooperative Union of America, which convened here yesterday, came to a close after two secret meetings held today. The prin cipal buisness before the union was the consideration of a report of a special committee appointed yesterday to investigate and make recommendations con cerning the tobacco conditions in Virginia and North Car olina. It was learned this afternoon that the union decided to pool the 1911 tobacco crops in Virginia and North Carolina, and hold their product in dry prizeries until a price they deem reasonable is secured. No definite statement was given out by the union after the meeling. The session today were attended by about 500 farmers, only those having the password being admitted to the room.
