He gives an expression to one sentiment or view In his concluding paragraph that seems to us Is Judicious and points out a great source of harm In our country. He writes; "Hoarding money cannot be made unlawful: men have a right to do wnat they please with their own, so long as hey resoect the right of others, nut undr a system of nubile banking, charges for the us of money could be fixed so low that it would not pay to let money lie idle. If men want to ac cumulate and save property, let them An t in kind. It mav be lands, or bouses, or cattle, or mines; but it ousrht not to be money for that Is something whose proper use is prevented. iy keeping it out of circulation. But hop.rdintr would be harmless under the proposed plan, because so long as men bad prood security to offer, they could get money." , - . Our advice is- to think" on these things. It is apparent that business is dull, times hard, people are discon tented, prices are ruinously low, and the country' stands in great need of more currency, a better banking sys tem and an expansion of the currency to meet the necessity Of all sections and cure the congestion of money in the few rich centres. There must be ample safeguards but cheap money at 4 or 6 percent, on short loans or 2 or 3 per cent. long. A false theory is sure to invite, to cause ruinous practice. and this Is Dr. Peffer's very sane opin- ion. HOME FOLKS. So Swinson has been bounced be cause he would not appoint two Sam bos on his clerkly staff. He did bravely and Is more to be respected than the imfa'ir fellows' who bounced him. The 'bill prohibiting railroad passes for p.ubiic officers, and specially for leg islators we may add, has passed in the senate iy a very close shave 21 to 19. The fellows who ride free and save are R-ery loth to give up the patronage and favor. It makes them oblivious of all outside influences and so strengthens their sense of manhood and independ ence. It shows that they belong to the noble .order of men of whom Dr. John son wrote In his definition of "pa triot." It Is gratifying to know that the very Important matter of good roads for North Carolina is not to be entirely overlooked by the legislature. A res olution in the senate looks I 'towards bettering the country roads, and pro poses to send a committee to inspect the Mecklenburg roads. Let something wise, practical and fairly economic be done in this matter that greatly con cerns the interests of the farmers par ticularly as well as all country road travelers. ' Of course the radicals voted to a. man to seat the negro Crews from Gran ville. They will seat their friends how. ever clear the 'case on the other side.. Their party men in congress long ago set them the disreputable, vicious ex ample of seating republicans, and in some cases -where they, had been de feated by majorities ranging from 4,000 to perhaps 6,000. Majorities consti tute no 'barrier to corrupt partisans. There is probably no real doubt of the election of Mr. Alex-. J. Field, a promU nent lawyer and most reputable gentle man of Granville. It was a partisan act purely, we take it, as It -was In seating Jim Young to the exclusion of Mr. Broughton, democrat. Justice ha9 fled the capitol. SHARPS AND FLATS. The Tennessee democratic platform of 1896 demanded a law making both silver and gold a legal tender for all debts and "proWbfting in contracts thereafter made 'and discrimination for or against either." Yet as it often hap pens, some democrats who supported 1 this demand in the campaign, f ail to. act upon 1t as legislators. A bill in the state legislature failed! lecause! , two democrats voting against and four dodged. Governor Turney in his mes sage favored such a bill. Thf Nash ville Sun says: "This bill did not make the contract void, but only the gold stipulation, and enacted that every such contract made in future might be lawfully discharged in any kind of. le gal .tender." There is no sound reason why all democrats in Tennessee and in Its legislature should not favor the bill and carry out in good faith ' Che promise of the platform of the party. But there are sure to be some man or men of every 100 members who 'are fishy and dodgers and unfaithful. It is indeed very hard times with the farmers in the great west. All the news tell this. Drummers and others who visit that section 'have the same story of depression and ruin to tell. The Messenger has told, of corn selling in one state at 8 cents a bushel, and being. burned in another state for fueL There is not the slightest doubt of this. Horses of excellent breed sell for a song in the west, and blooded coTts not long since sold .almost for nothing lir Kentucky. The Springfield Republican is not always fair, but it is about the most decent and Just of Northern newspapers. It is a newspaper of much influence in New England. It has this to say of low corn and high taxes. "We copy: - i ' "With corn in useuas fuel in ithv hi grain belt, and 'begging for buyers at iz cents a Dusnei where not in such use, how impressive to the average rural mind must be Mr. Dinferley'a proposed advance in tariff 'protective' rate .from 15 percent, ad valorem j to about 50 per cent, oil corn! And 'humbug' t written all oyer the proposed agricultural schedule quite as legibly. But it is to be said in behalf of Mr. Dingley and his tariff revisers that the farmers evi dently want to be humbugged." Do not make a mistake and think that the United . States are the only ones that are suffering from money constriction, trade paralysis and agri cultural prostra ion. It is very bad In our country, bu': other lands are suf fering. Among them is Great Britain. Landed properties are sometimes of fered and they do not fetch more than a third of the original cost. Among the sufferers, as well as farmers, ere the clergy of the English establishment he state church. The goldbug, high tax" New York Tribune says in its is sue of the Jth Instant that the English clergy have iiaJ their incomes reduced on account of the agricultural depres sion. It gives example, ' which we copy. At Norwich there has been a general reduction, of 12 per cent. It is urged that it may very seriously affect our southern states. If it shouM (be adopted as It now stands. There. Is a -disturbing section the eighty-eighth, - and It reads in these words: "In case where the question involved is one which, concerns a particular state or territory of the United States it shall be open to the president of the United States to appoint a Judicial of ficer of such state or territory to be one of the arbitrators, . , , The contention is that it is danger bus and hurtful and the south may be made to suffer. We do not know how this Is, but the fear is that the repudi ated bonds of the states issued by the carpet bagger governments may come back on the -.people for payment. The Washington correspondent of The .At lanta Constitution writes: "The state of Georria. for instance. has her name signed to about ten mil lion' of these fraudulent bonds, which she has refused to pay. These could be transferred to citizens of Great Britain and suit would be brought in the inters national court of arbitration. This suit. oi course, wouia De against the gov ernment oi tne united States, because Georgia is not an Independent nation, but is a state of (the United States." The famine belt is 400 miles wide and 1,300 miles long, and the suffering is awful, most dis tressing. .. A genuine centenarian in Rhode Is land, William E. Coake, who passed his 100th year a few days ago, says he has chewed tobacco for 82 years. We knew in 1864, Mr. Cullom, of Halifax county,' who told us that he had chewed tobac co for 80 years. He lived to be con siderably more than 90 years. There were, some very heroic dis plays in the great naval disaster. Men freely risked their lives to save men overboard. Admiral Bunce particularly commends the bravery of a landsman, William . J. Creelman. The admiral recommends a first-class life-saving's medal be given to him.
