The New York . Herald - for some
lime has'- been talking .about the bru
tality and the -Incomprehensible cus
toms. f prison Wei--All along the
line trere seems to ne an evident in
tent on" the part of many to secure re
form.. The Herald flays: "
Rnanrsp Ulllor Tr fnrmprlv - dePU-
ty Warden of . sng ?lng prison, com-
efforta to Iessefi ' tSe horrors of . the
death house at Sin Sing, and gave his
own views on -the subject. .
"Xotblng .Impressed me more as a
prison official than the sheer brutality
of It all-rto family; friends, prison
officials and the condemned," said Mr.
Miller In speaking; of the death house.
"I can remember the first time that I
went Into" the death "house Into that
great room about fifty feet long and
half as wide, -with the double tiers ef
cells, each with a hungry human face
peering but of solitary cells, where
the men ' sleep, 'eat and sit in enforc
ed Idleness day after day, month aft
er month, sometimes year after yar,
waiting.: eternally .waiting for the ray
of.-hope that might mean their free
dom of a. new trial-ranother soul-harrowing
experience,'
"And separating the two halves of
the death house was the passageway
leading to-the great Iron door which
about every three weeks would open
for another human sacrifice, .What
were we thinking of, what are we
thinking of to allow such a thing to
exist In the great Empire state which
prohibits cruel and. unnatural punish
ment. . No. Way "to Care for the III.
-It waa. Indeed: the. old system of
the prisons, the old system of brutali
ty and starvation not to the body,
but to the soul and mind of the man.
Three guards pacing up and down day
and night and extra guards when a
man la about to die eternally watch
ing the man's every move lest he take
his own life and rob the electric chair
of another victim. And yet . with all
this vigilance,. with all this fear and
suspicion which does pervade the
death house, one "man did hansr him
self, and another made a futile at
tempt to poison himself in my own ex
perience. Only "the other day con
sumption .claimed another. ' And no
provision to take care-of him. The
state tries to preserve life so as to
Uke It, but it has no facilities to
really care for a consumptive. There
Is a grim horror in it all. -
-Some months, ago, the prison ad
ministration was the obpect of criti
cism for the escape of a condemned
man from the death house after the
imAtinir of twn kpeners one fatally.
To be sure the escaped convict was
returned to the prison wiinin
hour after his ' escape a 'jibbering
idiot, aa the warden expressed it.
Little did the public realize that the
death house was the cause of it all.
Tbat la the fact.. .
"It so happened that a new onson
kitchen 4iad been built about fifty feet
from the death bouse, In which was
installed a-new meat chopper run by
an electric motor, which when in op
eration sounded not unlike the execu
tion motor dynamo. Upon a certain
morning li' May, as I recall, an exe
cution waa 'to -take place at 5:45 In
the mcrnln. As the condemned-was
being escorted . by- the chaplain and
the keepers through the death house
to the execution room, he "called out.
's they all do: 'Goodbye, boys. ood
luck."-and passed on Into tne room
with the witnesses and newspapermen
staring with curious. expressions. The
great door shut, and a big lever drop
ped down In place, and then the men
in the death house waited and listened
in silence.
Condemned 'Man Driven Mad.
"Up In the second tier cell, nearly
over the death -passageway, a young
Italian wslked feverishly up and
down, talking to hlinseu. ne wouiu
sit down and put his head in his
hands, trembling" with the excitement
of it all, and then get up and pace up
and down. The -court nau eev u
death but six weeks off.
"A minute had passed since 'Tom
had said 'Goodbye;' it seemed an
hour. He put his ear to the wall of
the execution chamber. Had they turn
ed on the-current yet? At that mo
ment the cook In .the kitchen turned
on the motor driven meat chopper. It
purred at first, then" hummed up the
scale till It reached Its maximum
speed. Tho noise filled the death
bouse. It was the execution motor to
this excited man, and he paced up and
down, pulling-at his hair frantically.
They're killing him. he began to
moan, and then yelled, 'Mother, moth
er aave me!' He picked up his stool
and smashed it. broke his table, yell
ing like a madman. It could be heard
a block.. . '
-Soon two strong armed, keepers
had handcuffed him and put him in
the old condemned cell and sent for
the doctor, who quieted his nerves
shattered. Indeed with some mor
phine. Several weeks later he shot
down one of the keepers with a revol
ver, which he told me he had con
cealed on his person for six months or
more, and after wounding another,
made his escape, only to' be returned
In about a half hour's time.
-That is the Indictment of the death
house. It Is driving men craay. It Is
unbalancing others. It makes, frlndly
rlsita almost Impossible, because of
the bitterness which It creates In the
condemned- It turns men Into crim
inals. "Abolish Death Penalty."
Two months ago a boy In years
who had grown gray with 'worry in
the ' two . yeara " confinement In the
death house was granted a new trial.
When he came before the. court for
pleading the third Ume he said,
Judge. I can't stand the thought of the
death bouse again. I will plead guilty
to manslaughter.- And he passed on
to Sing Sing a nervous wreck. How
can the state ever repay him?
-No worda of .mlne could describe
the mental sufferings of families who
come to visit their husbands or broth
ers In 'behind those double-screened
cells, and of the sacrifices of those
visits. Think of the man who was in
the death house for nearly nine

or family, because they couldn't
afford to come to see him from Buffa
lo. The law 'prea'cribes that the man
shall pay the" penalty of death, but we
are torturing the souls of families and
relatives by this system, ' .
-I voice the opinion of a majqnty of
the keepers in the prison, especially
of those with whom I have - talked
that are detailed In the death house,
